مراكش.. انعقاد أشغال الاجتماع التاسع عشر لمبادرة منظمة التعاون والتنمية الاقتصادية حول حكامة الماء
انعقدت يومي 5 و6 مارس الجاري بمتحف محمد السادس لحضارة الماء بمراكش، أشغال الاجتماع التاسع عشر لمبادرة منظمة التعاون والتنمية الاقتصادية حول حكامة المياه (WGI).
وشكل هذا الاجتماع فرصة لتذكير المشاركين بمساهمة هذه المبادرة (WGI) في جداول الأعمال العالمية وفي المنتدى العالمي العاشر للماء، و الرامية إلى تبادل التجارب الناجحة والممارسات الجيدة بشأن حكامة المياه خصوصا خلال فترة تدبير الكوارث الطبيعية، وتقييم عمل منظمة التعاون والتنمية الاقتصادية فيما يخص الاقتصاد الأزرق والاقتصاد الدائري، كما عرف هذا اللقاء مناقشة التقدم المحرز في التنفيذ المحلي لمبادئ منظمة التعاون والتنمية الاقتصادية بشأن حكامة المياه.
وكان هذا الاجتماع أيضًا فرصة لتقديم التقرير التركيبي لمنظمة التعاون الاقتصادي والتنمية بعنوان « الاقتصاد الأزرق في المدن و الجهات »، والذي يسلط الضوء على العلاقة بين حكامة المياه العذبة والمحيطات.
وركز اللقاء على تقييم مختلف الحلول المعتمدة من أجل الاقتصاد الأزرق، حلول مرنة وشاملة ومستدامة والتي يمكن اعتبارها عناصر توجيهية لمختلف المتدخلين.
وأشار الكاتب العام لوزارة الإسكام، في كلمته التي ألقاها نيابة عن الوزيرة قاطمة الزهراء المنصوري، إلى التوجيهات الملكية السامية المتعلقة بإشكالية الماء والتحديات العاجلة والمستقبلية المرتبطة بها، وأن مسألة المياه ليست مجرد سياسة قطاعية و بأنها تشكل شأن مشترك يهم العديد من القطاعات.
وأضاف أن الحلول المستدامة لصالح التسيير المندمج للموارد المائية تتطلب بنية تحتية مناسبة لمواجهة هذا التحدي العالمي وضمان الولوج العادل للماء من طرف الجميع.
علاوة على ذلك، تم عرض النتائج الأولية للحوار السياسي بين منظمة التعاون والتنمية الاقتصادية وبنك التنمية للبلدان الأمريكية بشأن إعادة استخدام المياه والاقتصاد الدائري في أمريكا اللاتينية، استنادا إلى دراسة استقصائية أجريت على ثمانية بلدان بالجهة.
وشكل اللقاء فرصة للتفاعل وصياغة مجموعة من الاقتراحات من طرف المشاركين في إطار تبادل وجهات النظر حول النتائج، وكذلك عرض تجربة بعض البلدان والمؤسسات.
وجدير بالذكر أن مبادرة حكامة الماء التابعة لمنظمة التعاون والتنمية الاقتصادية، والتي تم إنشاؤها في عام 2013، هي عبارة عن شبكة تضم حوالي مائة جهة فاعلة من القطاعين العام والخاص والمجتمع المدني، وتهدف إلى دعم الحكومات في جهودها لتحسين سياسات المياه على مستوى العالم.
