وقعت جمعية إبتكار مشاركة مواطنة مع جمعية سمسم مشاركة مواطنة اتفاقية شراكة في إطار مشروع « الحق في الحصول على المعلومات كآلية للترافع والشفافية والحكامة الجيدة » المدعم من طرف الاتحاد الاوروبي.
ويهدف المشروع إلى المساهمة في تنزيل الحق في الحصول على المعلومات على المستوى المحلي وتبنيه من طرف جمعيات المجتمع المدني كآلية للترافع من أجل تعزيز الشفافية وانفتاح المؤسسات وتجاوبها مع مطالب المواطنات والمواطنين.
كما تجدر الإشارة الى أن انتزاع المعلومة لم يبقى خاضعا للتعتيم، وبالأخص في ظل عالم اليوم المعلب بالعولمة والمنفتح على الثورة الإعلامية والالكترونية، حيث تعد الشفافية أحد مقوماتها وخاصة منها تلك المتعلقة بتدبير الشأن العام بشقيه الوطني والمحلي، فالمعلومة لم تبقى حكرا على بعض الأجهزة والمؤسسات الرسمية، اذ نص دستور 2011 وبخاصة تلك الأحكام الخاصة والواردة في الفصل 27، والمخولة للمواطنين الحق في الحصول على المعلومات، والتي جاء فيها: ” للمواطنات والمواطنين حق الحصول على المعلومات، الموجودة في حوزة الإدارة العمومية، والمؤسسات المنتخبة والهيئات المكلفة بمهام المرفق العام.
وبالمناسبة فإن هذه الشراكة سيكون لها الوقع على تحسيس وتكوين مجموعة من المواطنات والمواطنين والصحافيات والصحفيين ومجموعة من الفعاليات المهتمة في موضوع الحق في الحصول على المعلومات، بالإضافة إلى تنظيم مجموعة من اللقاءات مع مؤسسات منتخبة ، حتى يمكن ضمان تنزيل جيد للقانون خصوصا وأن الأخير عرف مجموعة من الاكراهات التي يمكن الاشتغال على تحيينها لضمان قانون يتماشى والمناخ الحقوقي الوطني والدولي.
