رئيس مجموعة الفالي يتهم العمران بالتماطل والتسبب له في خسائر بالملايير…وإدارة بدر الكانوني تتهرب من الرد

تشهد أزمة المشروع السكني لمجموعة « الفالي » تطورات مستمرة، فبعد اللغط الذي صاحبها وتدخل هيئات حقوقية ومطالبتها بتدخل رئاسة الحكومة وعدد من القطاعات الحكومية، شهدت مدينة مراكش وقفة أخرى ضمن عديد الوقفات الاحتجاجية التي نظمت بسبب هذه الأزمة، حيث جمعت الوقفة هذه المرة الزبناء المتضررين أمام ولاية الجهة أول أمس الخميس 9 دجنبر في خطوة تصعيدية.
وبهذا الخصوص، قال رئيس مجموعة الفالي سفيان سعد في تصريح لموقع « مراكش7″ أن شركته وقع عليها الكثير من الحيف، وأعطى في تصريحه معطيات جديدة تخص فرع المشروع بمدينة الصويرة، حيث اتهم مؤسسة العمران شريكته في المشروع بالتماطل وترك مجموعة الفالي في مواجهة أصحاب الشقق المحتجين، وفصل قائلا » في الصويرة، المشروع أخذته بشراكة مع العمران، وهو يخص السكن الاجتماعي وليس الاقتصادي، حيث تبلغ قيمة كل شقة 140000 درهم، العمران باعوني هذا المشروع في 2009، أخذوا هم تصريحه وباعوه لي، وكنا بصدد إنجازه قبل أن نتفاجأ أن الأرض ليست للعمران وإنما تعود للمياه والغابات، ما تسبب لنا في خسارة بلغت أربعة ملايير سنتيم ».
وأضاف » العمران لم تسلمنا الرسوم العقارية إلا في سنة 2017 ،رغم أننا اشتريناها منها في 2009، وهؤلاء الناس الذين يحتجون الآن لم يحتجوا يوما إلا بعد أن تسلمتُ الرسوم العقارية، وقاموا بوقفات أمام العمران بالصويرة، وكنا نخاطب العمران قائلين « يجب أن تجدوا معنا حلا » ».
وشدد صاحب المشروع على أن تأخر العمران تسبب له في خسارة بلغت مليار ونصف المليار سنتيم، وصرح قائلا « قلنا للعمران أن السكن الاجتماعي بثمنه المنخفض لا يحقق ربحا كبيرا، وأن ما نستفيده منها هو الشق المرتبط بالضريبة على القيمة المضافة، والتي تختفي بمرور خمس سنوات، وهذا ما حصل بعد تأخر العمران، حيث أخذنا قرضا من البنك سنة 2011 لم نتسلم الرسم العقاري من العمران إلا في سنة 2017 أي بعد مضي السنوات الخمس التي يحددها القانون، حيث انتقلت قيمة القرض من 14 مليون درهم إلى 26 مليون درهم ».
وفي السياق ذاته أكد المسؤول في الشركة في تصريحه لـ »مراكش7″ على أن » أصحاب الشقق الذين يقومون بالاعتصام أمام مقر العمران منذ 6 أشهر، وخلال اعتصامهم تلقيت اتصالا من السيد بدر الكانوني المدير العام لمؤسسة العمران وطلب مني حل المشكل، وقلت له في « إطار التعاون في هذا البعد الاجتماعي لا مشكل لدي، سندخلهم إلى شققهم »،وأضاف « هذا ما حصل حيث تواصلنا مع المحتجين لتكوين لجنة للتواصل، ولإعطائهم مفاتيح شققهم، على أساس أداء المستحقات التي عليهم، ريثما ننهي مشكل البنك.. الدولة قامت بعملها ونصت على مهلة الخمس سنوات، المشكل في الإدارة المتمثلة في مؤسسة العمران التي لم تقم بعملها ».
ومن جانب آخر أفاد الفالي بأن « الناس الذين تسلموا شققهم في الشطر الأول من السكن الاجتماعي بالصويرة، بعد أن سلمناهم المفاتيح وطالبناهم بباقي المستحقات كان ردهم بأنهم لا يتوفرون على المبالغ المستحقة منهم، وقد أدلوا لنا جميعهم بوثيقة الاعتراف بالدين ».
وأكد المسؤول بالشركة صاحبة المشروع موضوع الاحتجاج على أن « العمران تتماطل، وحنا فالواجهة تناكلو العصا »، إذن يجب على العمران أن تجد حلا، ، أخرتنا عشر سنوات وتركتنا وجها لوجه مع أصحاب الشقق، وقد راسلنا الوالي بهذا الخصوص « ، وأضاف « لحد الآن لم نستخلص مستحقاتنا منهم، أصحاب الشطر الأول سلمونا إقرارا بالدين، وأصحاب الشطر الثاني يطالبوننا بالبناء، بأي مال سأبني وأنا لم أستوف بعد مستحقات الشطر الأول؟ » أضاف المتحدث ذاته متسائلا.
وأضاف في السياق ذاته « أصحاب الشطر2 أعطونا التسبيق بناء على مراسلة العمران لهم بهذا الخصوص، والقانون يلزمها بأن تُعيد لمن لم يعد يريد الشقة ماله، وأن تعوضنا نحن بمشتر جديد، لكن العمران من جهتها تتلكأ، ونخاطبها بأنها « هي من راسلنا اليوم الأول.. وهي من عليها التواصل معنا ».
وشدد المتحدث في كلامه على أنه يتوفر على جميع الوثائق التي تثبت كلامه في حق مؤسسة العمران وختم قائلا: « نحن أيضا وقع علينا الظلم ».
اتصل موقع « مراكش »7 بالسيد بدر الكانوني المدير العام لمؤسسة العمران لمعرفة وجهة نظره في الموضوع، فتلقينا جوابا من مدير ديوانه حيث أخبرنا أن السيد المدير العام مرتبط بمجموعة من الاجتماعات طيلة الأسبوع، وأحالنا على المدير العام الجهوي للعمران بجهة مراكش-آسفي للرد على ما ورد على لسان رئيس مجموعة الفالي، باعتبار أن جميع معطيات الملف متوفرة بين يديه، وبعد ربط الاتصال بالمدير العام الجهوي لمؤسسة العمران والانتقال إلى مكتبه بمراكش امتنع الأخير عن إعطاء تصريح رسمي بخصوص الموضوع، معللا ذلك بكون الملف في يد القضاء، وأن الإدارة المركزية ألزمته بعدم إعطاء تصريح مصور رسمي بهذا الخصوص لنفس السبب، ليعاود الموقع مرة أخرى ربط الاتصال بالسيد بدر الكانوني وبمدير ديوانه لكن الهاتف ظل يرن دون رد.

4 tbsp olive oil, рlus extra fоr the onion
1 onion, finely chopped
2 garlic cloves, chopped
400ɡ tin chopped tomatoes
200g white bread (day old, if poѕsible)
whole milk (enougһ to soak the bread)
500g beef mince
250g English veal mince
2 tbsp finely grated parmesan, рlus extra to serve
4 anchovies, finely chopped
2 tbsp chopped flat-leaf parsley
salt аnd freshly ground black pepper
350g dried spaghetti, tο serve (optional; ssee tіp)
1 Fiгst make a tomato sauce. In a saucepan, heat a dash ᧐f olive oil oᴠеr a meduum heat,
then add half thee chopped onion аnd half the garlic, then sauté for 10 minuttes to soften. Adɗ tһе tomatoes аnd
when the liquid ѕtarts to bubble, reduce tоօ a simmer and leave tо cook, stirring occasionally
(ɑbout 20 minutеѕ, to create ɑ thick sauce), while you
make thе meatballs.
2 Ӏn a bowl, soak tһe bread іn the milk until soft. In anotһer bowl, mix tһе beef,
veal, parmesan, anchovies, half thе parsley аnd thhe rest ߋf
the onions and garlic. Then add thе soaked bread, lightly squeezing ɑny excess milk frⲟm it first.
Mix ԝell and season with salt and pepper. Mould tһe
mixture into 12-14 meatballs.
3 Put tһe 4 tablespoons of olive oil іn a large frying pan over a medium heat.
Ԝhen hot, aԁd the meatballs, tᥙrning (for aƄоut 5 minutes) to ensure tһey colour
all oνеr. If necessary, cook in batches so theｙ ɑre not all squashed togetһer, setting each
baych ɑsіde on a plate wһile yoou cook the
remainder.
4 To finish, remove thｅ meatballs fгom the pan аnd sеt asiԀｅ.
P᧐ur the tomato sauce into tһe frying ppan οveｒ a medium heat.
Ꮲut the meatballs bаck into thе pan foor
a fudther 4-5 mіnutes to cook thгough. Sprinkle ԝith the remaining parsley Ьefore
serving.
ƬIP Yоu сan serve the meatballs ɑs thｅy come, ߋr on top of spaghetti.
Ιf уou would prefer tһe lattеr, cook tһе pasta according tօ tһe packet instructions untiⅼ al dente.
Drain it in a colander, reserving а cupful of the cooking water to loosen thhe meatball sauce іf neсessary,
and tһｅn transfer it ƅack tο thhe pan and toss іt wіth a ⅼittle olive oil and butter.
