الملك محمد السادس يترأس جلسة عمل خصصت لبرنامج إعادة البناء والتأهيل العام للمناطق المتضررة من الزلزال

ترأس صاحب الجلالة الملك محمد السادس، نصره الله، اليوم الأربعاء بالقصر الملكي بالرباط جلسة عمل خصصت لبرنامج إعادة البناء والتأهيل العام للمناطق المتضررة من زلزال الحوز.

وتأتي جلسة العمل الجديدة هاته امتدادا للتوجيهات التي أعطاها جلالة الملك خلال اجتماعي 9 و14 شتنبر ، والتي وضعت لبنات برنامج، مدروس، مندمج، وطموح يهدف إلى تقديم جواب قوي، منسجم، سريع، وإرادي.

بميزانية توقعية إجمالية تقدر ب120 مليار درهم، على مدى خمس سنوات، تغطي الصيغة الأولى من البرنامج المندمج ومتعدد القطاعات الذي قدم بين يدي جلالة الملك الستة أقاليم والعمالة المتأثرة بالزلزال (مراكش، الحوز، تارودانت، شيشاوة، أزيلال، وورزازات)، مستهدفة ساكنة تبلغ 4,2 مليون نسمة.

ويضم هذا البرنامج، الذي تم إعداده حسب مقاربة التقائية، وعلى أساس تشخيص محدد للحاجيات وتحليل للمؤهلات الترابية والفاعلين المحليين، مشاريع تهدف من جهة، إلى إعادة بناء المساكن وتأهيل البنيات التحتية المتضررة، طبقا للتدابير الاستعجالية المقررة خلال اجتماع 14 شتنبر، ومن جهة أخرى، تعزيز التنمية الاجتماعية والاقتصادية في المناطق المستهدفة.

ويتمحور حول أربعة مكونات أساسية :

1 – إعادة إيواء السكان المتضررين، إعادة بناء المساكن وإعادة تأهيل البنيات التحتية؛

2- فك العزلة وتأهيل المجالات الترابية،

3- تسريع امتصاص العجز الاجتماعي، خاصة في المناطق الجبلية المتأثرة بالزلزال؛

4- تشجيع الأنشطة الاقتصادية والشغل، وكذا تثمين المبادرات المحلية.

كما يتضمن البرنامج، وكما أمر بذلك جلالة الملك، إحداث منصة كبرى للمخزون والاحتياطات الأولية (خيام، أغطية، أسرة، أدوية، مواد غذائية..)، بكل جهة، وذلك قصد التصدي بشكل فوري للكوارث الطبيعية.

وخلال جلسة العمل هذه، دعا صاحب الجلالة، نصره الله، الحكومة إلى تنزيل الرؤية التي تم تقديمها على مستوى كل من الأقاليم والعمالة المتضررة. وشدد جلالة الملك، مجددا، على أهمية الإنصات الدائم للساكنة المحلية، قصد تقديم الحلول الملائمة لها، مع إيلاء الأهمية الضرورية للبعد البيئي والحرص على احترام التراث المتفرد وتقاليد وأنماط عيش كل منطقة.

كما شدد صاحب الجلالة، حفظه الله، على ضرورة اعتماد حكامة نموذجية مقوماتها السرعة والفعالية والدقة والنتائج المقنعة، حتى يصبح برنامج إعادة البناء والتأهيل العام للمناطق المتضررة نموذجا للتنمية الترابية المندمجة والمتوازنة.

وسيتم تأمين التمويل لهذا البرنامج الكبير انطلاقا من الاعتمادات المرصودة من الميزانية العامة للدولة، ومساهمات الجماعات الترابية والحساب الخاص للتضامن المخصص لتدبير الآثار المترتبة على الزلزال، وكذا من خلال الدعم والتعاون الدولي.

في هذا الصدد، وفي إطار مهام صندوق الحسن الثاني في مجال دعم انجاز البرامج والمشاريع ذات النتائج المهيكلة من أجل التنمية الاقتصادية والاجتماعية، أصدر جلالة الملك تعليماته السامية قصد مساهمة هذا الصندوق بمبلغ 2 مليار درهم لتمويل هذا البرنامج.

وحضر جلسة العمل رئيس الحكومة عزيز أخنوش، ومستشار صاحب الجلالة فؤاد عالي الهمة، ووزير الداخلية عبد الوافي لفتيت، ووزير الأوقاف والشؤون الإسلامية أحمد التوفيق، ووزيرة الاقتصاد والمالية  نادية فتاح، ووزيرة إعداد التراب الوطني والتعمير والإسكان وسياسة المدينة فاطمة الزهراء المنصوري، والوزير المنتدب لدى وزيرة الاقتصاد والمالية المكلف بالميزانية فوزي لقجع، والفريق أول محمد بريظ المفتش العام للقوات المسلحة الملكية وقائد المنطقة الجنوبية ».
