نفت الوكالة الوطنية للتأمين الصحي، ما وصفته بـ "المغالطات" المتعلقة بفرض أداء 480 درهم على كل مستفيد من نظام المساعدة الطبية، مؤكدة أن المسطرة الجاري بها العمل لم تعرف أي تغيير منذ انطلاق النظام سنة 2008.
وأوضحت الوكالة الوطنية في بلاغ توضيحي ردا على ما نشر بهذا الخصوص، أن المسطرة الجاري بها العمل لم تعرف تغييرا منذ انطلاق المرحلة التجريبية بجهة تادلة أزيلال سنة 2008 وكذا بعد تعميم النظام سنة 2012. كما أنه ليست هناك علاقة مباشرة للوكالة مع المستفيدين، ولا تبعث لهم أية مراسلات عبر البريد في ما يخص المسطرة العادية للاستفادة من النظام.
وبخصوص هذه المسطرة أضافت الوكالة أنه وفقا لمقتضيات المرسوم التطبيقي رقم 177-08-2 كما تم تغييره وتتميمه، يتم تحديد المساهمة المالية للمستفيدين بناء على قرارات اللجان المحلية الدائمة المكونة من ممثلي مختلف القطاعات الوزارية المعنية والتي تصنف المستفيدين وفق فئتين هما فئة الفقر و فئة الهشاشة.
وفيما يخص فئة الفقراء، يوضح البلاغ، فهي معفاة من أداء أية مساهمة على أساس أن الجماعة الترابية التابع لها محل سكنى المستفيد تساهم بمبلغ 40 درهم عن كل شخص مصنف في هذه الفئة. أما فئة الهشاشة فهي تساهم سنويا بمبلغ 120 درهم لكل شخص مكون للأسرة و ذلك في حدود 600 درهم كحد أقصى للأسرة الواحدة، مهما بلغ عدد افرادها.
وذكرت الوكالة بأن الإحصائيات المسجلة منذ انطلاق تفعيل النظام تفيد أن فئة الهشاشة لا تمثل سوى 8 بالمائة من مجموع المستفيدين مضيفة أنها تقوم بإعداد البطائق بناء على قرارات اللجان المحلية الدائمة التي تتوصل بها عن طريق المصالح المختصة بوزارة الداخلية، حيث يتم توجيه هذه البطائق مصحوبة بإشعار إلى مختلف العمالات و أقاليم المملكة التي توجهها بدورها إلى السلطات الإدارية المحلية التابع لها محل سكنى المستفيد.
وأضافت ان هذه السلطات الإدارية تسلم البطائق إلى فئة الفقراء بدون أي مقابل، أما المستفيدون في فئة الهشاشة فتسلمهم إشعارا بالأداء وتوجههم إلى مكاتب بريد بنك لأداء المساهمة السنوية الجزئية في الحساب الذي تم تخصيصه لهذا الغرض منذ سنة 2009 طبقا للمساطر الجاري بها العمل، وبالتالي سحب بطائقهم بناء على وصل الأداء.
