الحكومة تسمح بتنظيم مباريات التوظيف وامتحانات الكفاءة المهنية
أعطت الحكومة الضوء الأخضر لإدارات الدولة والجماعات الترابية والمؤسسات العمومية تنظيم مباريات التوظيف وامتحانات الكفاءة المهنية.
وجاء في منشور رقم 16/2020 أصدره رئيس الحكومة يوم الأربعاء 7 أكتوبر 2020، أنه يمكن لإدارات الدولة والجماعات الترابية والمؤسسات العمومية تنظيم مباريات التوظيف في حدود المناصب الشاغرة المخصصة لهذا الغرض، وكذا إجراء امتحانات الكفاءة المهنية على أن تتم تسوية وضعية المرشحين الناجحين فيهما برسم ميزانية سنة 2021.
ولقد قرر المنشور، وبصفة استثنائية وخلافا للمقتضيات الجاري العمل بها، “اعتماد اختبار كتابي واحد لكل مباراة أو امتحان مع إجراء الاختبارات الشفوية حضوريا أو عن بعد إذا اقتضت الضرورة ذلك، شريطة الالتزام بمبادئ المساواة والشفافية والاستحقاق وتكافؤ الفرص بين جميع المترشحين”.
واعتبارا للظروف الاستثنائية التي ستجرى فيها هذه المباريات والامتحانات، أوضح المشور أنه يتعين على الإدارات تدبير هذه المباريات والامتحانات باستعمال الوسائل الرقمية والأدوات التكنولوجية المتاحة، مع ضرورة احترام التدابير الوقائية والاحترازية الصادرة عن السلطات المختصة بما يضمن سلامة الموظفين والمترشحين على حد سواء.
يشار إلى أنه بسبب الظروف الاستثنائية التي عرفتها بلادنا منذ ثاني مارس 2020، صدر منشور لرئيس الحكومة تحت رقم 03/2020 بتاريخ 25 مارس 2020 ومنشور لوزير الاقتصاد والمالية وإصلاح الإدارة تحت رقم 01/2020 بتاريخ 16 مارس 2020، يقضيان بتأجيل تنظيم مباريات التوظيف وامتحانات الكفاءة المهنية، غير أنه في إطار مواصلة التدابير والإجراءات المواكبة لضمان حسن سير المرافق العمومية، ولتلبية الحاجيات من الموارد البشرية وتحفيز العاملين، جاء المنشور الجديد ليسمح بتنظيم المباريات لكن أخذا بعين الاعتبار السلاسة والمرونة اللازمتين مع احترام التدابير الوقائية الضرورية.
