حكومة الفشل والقهر الاجتماعي
تناقضات صارخة تحملها تصريحات المسؤولين في الحكومة المغربية حول موجة الغلاء غير المسبوق، ففي الوقت الذي طمأنت فيه وزيرة المالية من داخل قبة البرلمان الشعب بأن الأسعار ستتراجع خلال بداية رمضان، بعدها بثلاث أيام صرح وزير العلاقات مع البرلمان والمجتمع المدني الناطق الرسمي باسم الحكومة بفشل هذه الأخيرة في الحد من ارتفاع الاسعار، وعزا ذلك إلى عدم تمكن الحكومة من ضبط المضاربين ! وزاد من الغموض تصريح رئيس مجلس المستشارين الذي حذر فيه الحكومة من السخط الشعبي وعدم اكتراثها بوقف ارتفاع الأسعار، وكأنه ليس طرفا أساسيا في الاغلبية.
العجز الحكومي في تدبير أزمة الغلاء:
يظهر أن الحكومة استنفذت عدة طمس الحقيقة وتسكين الأجواء بالخطابات الديماغوجية، وافتعال أزمات لا توجد الا في مخيلتها.
فلا خطابات وزير الفلاحة وجولاته المخدومة في أسواق الجملة، ولا جعجعة رئيس الحكومة في البرلمان، والقول بأن الحكومة تشتغل وأنجزت ما فشلت فيه الحكومات السابقة، ولا التصريحات الأسبوعية التغليطية والجافة وغير الموضوعية للناطق الرسمي باسم الحكومة، قادرة على التستر وعلى حجب الفشل الذريع للحكومة ليس فقط في وقف الغلاء، ولكن في تدبير وتسيير الشأن العام برمته، بل يمكن اعتبارها بنفسها أحد مسببات الأزمة، فهي تعتقد أنها ليبرالية وأنها تؤمن باقتصاد السوق، والحقيقة أنها تجاوزت وحشية اللبرالية وشرعت السوق على الريع والمضاربات والاغتناء غير المشروع واللجوء إلى أساليب خارجة عن القانون .
ومهما حاولت الحكومة بخطاباتها التبريرية والموغلة في الشعبوية والسطحية للتملص من تبعات إجراءاتها السياسية، فإنها تبقى مسؤولة عن إختياراتها السياسية والاقتصادية الفاشلة والتي من نتائجها اختناق اجتماعي غير مسبوق، من مظاهره وتجلياته : تراجع القدرة الشرائية لأغلب المواطنين والارتفاع الصاروخي لأسعار السلع الغذائية ، الخضر والفواكه واللحوم خاصة الحمراء، وثمن الأسماك رغم ان طول السواحل ووفرة الإنتاج، إلا أنه بدوره يوجه للتصدير أو يتوجه بقوة الاتفاقيات المجحفة وغير العادلة إلى دول الاتحاد الأوروبي. بالإضافة لاتساع دائرة الهشاشة، وارتفاع منسوب الفقر، وتراجع الخدمات الاجتماعية من صحة وتعليم وسكن، والارتفاع المهول في نسبة العاطلين كنتيجة بينة على أن الحكومة غير قادرة على إنتاج الثروة بالرفع من نسبة النمو الذي لم يتجاوز 0,8% وهو المؤشر الأضعف خلال 20 سنة الأخيرة، إفلاس العديد من المشاريع الصغرى خلال الجائحة ، اتساع دائرة القطاع غير المهيكل المهدد بدوره بتقلص الطلب نتيجة الغلاء ، فشل البرامج الكبرى وغياب اي أثر لها على العموم ونعني بها المخطط الأخضر، المخطط الاستعجالي، مخطط تقوية الاستثمار والعديد من البرامج لتأهيل وتقوية بعض المدن كالرباط ، البيضاء ،طنجة ، ومراكش وغيرها والتي خصصت لها ملايير الدراهم .
فالحكومة تفتخر بالرفع من قيمة صادرات الفلاحة بنسبة عشرون في المائة دون أن تتحدث عن الكارثة الاجتماعية والبيئية والغذائية الناجمة عن ذلك، والمكتب الشريف للفوسفاط يفتخر بتحقيق رقم قياسي في حجم معاملاته وأرباحه، على الرغم من أن مساهمته في الميزانية العامة للدولة لا ترق لما يحققه، والشركات الكبرى كاتصالات المغرب وشركات المحروقات تسجل أرقام معاملات وارباح خيالية، والمكتب الوطني للسكك الحديدية ومكاتب أخرى وطنية ضمنت ارتفاع رقم المعاملات وتغطية المصاريف وربما تحقيق الفائض، كل هذا يؤكد أن الحكومة لها توجه واضح، خدمة الرسمالية والاحتكار والسعي لمراكمة الثروة في جهة واحدة محدودة ومقلصة، فحينما تصرح بأنها عاجزة عن تحديد وضبط المضاربين فإنها تشرعن المضاربة وتشجعها وتجعل نفسها محط سخرية وتضع نفسها كجزء من المشكل وكأنها غير مسؤولة ومطوقة بمهمة تدبير الشأن العام.
فالحكومة الموقرة ترهن مستقبل البلاد بإثقالها بالمديونية الخارجية والداخلية التي وصلت إلى أعلى مستوياتها، فأصبحت تستحوذ على حصة مهمة من الناتج الخام الوطني وتمثل حوالي 98% من الميزانية العامة للدولة. كما أن الاتفاقيات غير المتوازنة وعجز الميزان التجاري، وعدم إعمال التنافسية والشفافية في عمليات التصدير والاستيراد، كلها عوامل تساهم في استدامة الازمة .
ناهيك عن العمليات المشبوهة لاستيراد المحروقات والتصدير لمواد استهلاكية خاصة الفواكه والخضروات رغم ارتفاع ثمنها محليا، والاستمرار في التنكر للصناعة الوطنية ودفعها للهامش، واستمرار إغلاق مصفاة لاسمير ورفض تسقيف أسعار المحروقات، والعجز الحكومي المنبطح حد التواطؤ أمام اللوبي الرافض لكل نقاش يروم طرح الانفجار في الأسعار والأرباح الخيالية لشركات المحروقات وبعض الخدمات الاجتماعية.
فالحكومة اختارت من موقع الضعف تعريض الامن الغذائي الهش للعصف، برهن الخبز اليومي للمغاربة بروسيا واوكرانيا و فرنسا وامريكا ، فنسبة مهمة لتوفير الحبوب، العمود الفقري للغذاء، مرتبط بالاستيراد، في الوقت الذي كان بالإمكان دعم الفلاحة المغربية الاستهلاكية للرفع من الإنتاجية. فمن المفارقات الغريبة أن المغرب اول مصدر للمنتجات الفوسفاتية وضمنها الأسمدة الازوتية ورغم ذلك ثمنها جد مرتفع وتعرف استمرارا في الارتفاع وليس في مقدور الفلاح المغربي شراءها، ويظهر أن ثمنها اقل في بلدان أفريقية وأوروبية وأسيوية تستوردها من المغرب. ناهيك عن ارتفاع أسعار بعض المنتجات الفلاحية في السوق الوطنية مقارنة بأسواق في اروبا، مما يؤكد وجود لوبيات الاحتكار ودورها الضاغط في مجال التصدير، المرتبط بعقود طويلة الأمد، وتبيع بثمن مرجعي لا يهمها السوق الداخلي ومدى وفرة المنتوج والخطير هو التسوق من السوق الداخلية من أجل تزويد السوق الاوروبية. علاوة على خرق قرار الحكومة فيما يخص تصدير الطماطم حيث تم رفض القيود الحكومية المفروضة على المنتجات باهظة السعر مثل » بندورة الكرز » الطماطم الصغير سوريز التي تمثل أكثر من نصف صادرات البلاد من الطماطم. مما يؤكد السعي للربح وجنون التصدير، إضافة الى تحطيم الرقم القياسي في تصدير الافوكاتو رغم النقص الحاد في المياه والجفاف الذي يضرب البلاد. ويظهر من نوع المواد الفلاحية المخصص للتصدير أنها ذات استهلاك كبير لكميات الماء، مما يجعلنا نخشى على الأمن المائي بل والحق في الماء الشروب .
كما ان أغلب المؤشرات الماكرو أو الميكرو اقتصادية تؤكد أن المغرب يسير نهو « السكتة الدماغية استنساخا لما سمي خلال سنوات التسعينيات السكتة القلبية » وهذا راجع ليس لانعدام الامكانيات، بل بسبب السياسات الفاشلة، والتفريط في سيادة القرار السياسي والاقتصادي والإذعان لإملاءات الدوائر الامبريالية والمؤسسات المالية ، وتفشي الريع والمضاربات واختلاس المال العام ، والرشوة، وفشل آليات الحكامة وعجزها عن القيام بمهامها ، واستمرار الجرائم الاقتصادية والاجتماعية.
الأزمة البنيوية للوضع الاجتماعي :
إن أزمة الغلاء ليست ظرفية كما يحلو أن تروج لذلك الحكومة؛ إنها معطى قائم ومزمن ومن مؤشراتها؛ ارتفاع نسبة التضخم الذي وصل الى نسبة 8% سنة 2022 ومن المنتظر ان يستمرفي الإرتفاع حيث وصل بداية العام الجاري خلال فبراير 10,1% حسب مندوبين التخطيط ، رفع نسبة الفائدة من طرف بنك المغرب. وضعف النمو وارتفاع العجز التجاري، وبالتالي فالأزمة ستزداد تعمقا ولا يمكن معالجتها بالخطابات الديماغوجية، ولا يمكن وقف حركية الشارع والاحتجاجات بالقمع والمقاربة الامنية المنفلتة من عقال القانون والمبادئ الديمقراطية في حدودها الدنيا، ولا يمكن مواجهة الأزمة بتعميق أسبابها، والجلي أن غياب الارادة السياسية في إيجاد بدائل للحد منها يبدو هو السائد.
فخطاب الحكومة حول الحماية الاجتماعية أبان عن محدوديته وعن إفلاس الدولة في تأمين الكلفة المالية لذلك، مما جعل الحكومة تلوح بأنها ستلجأ لتصفية صندوق المقاصة لتغطية كلفة ما تسميه ورش الحماية الاجتماعية، بعد لجوئها للمديونية الخارجية لضبط التوازنات الماكرو اقتصادية، وستعمل في قطاع الرعاية الصحية على اعتماد قاعدة من يؤدي يستفيد « ادفع وساهم لتستفيد ». كما أنها تسير في اتجاه الإجهاز على المرفق العمومي في قطاع الصحة، ودعم التعليم الخصوصي والرفع من وثيرة خوصصة مرافق استراتيجية كالماء والكهرباء والتطهير السائل، والتفكير في تحويل قطاعات أخرى إلى شركات إسوة بقطاع الاتصالات لأنها تحقق رقم معاملات مرتفع.
وترتفع وتيرة الهجوم على مقدرات الشعب المغربي بتمرير مخططات تنطوي على مخاطر اجتماعية خطيرة، كتلك المتعلقة بما يسمى إصلاح أنظمة التقاعد والقوانين الاجتماعية خاصة المتعلقة بالشغل والحق في ممارسة الإضراب، فالدولة تسعى إلى تحميل الشغيلة والأجراء سواء في القطاع العام أو الشبه العام او الخاص أزمة الصناديق.
فبدل استرجاع الأموال المنهوبة والوقوف بقوة القانون وسلطانه على سوء التدبير والهدر والاختلاس، واسترجاع الأموال المهدورة من تلك الصناديق بما فيها التعاضديات، تعمل الحكومة على محاولات فرض نظام جديد للمعاشات، وتسريع وثيرة الهشاشة في الشغل وتقوية المرونة خدمة للرسمالية العالمية ووكلاءها المحليين.
فالحكومة الحالية تناقض خطاباتها، فقد رفعت شعارات للاستهلاك الانتخابوي والاعلامي، كتشغيل مليوني عامل، الرفع من أجور رجال ونساء الصحة وغيرها من الوظائف العمومية، تأمين التغطية الصحية الإجبارية للجميع، أما التعليم فقد وعدت الحكومة بثورة في المجال سواء في الأجور، التكوين، الجودة، البنيات التحتية، وكانت تتحدث عن الحلول المبتكرة وعن الابداع، فإذا بها أبدعت في الشطط وانتهاك حرمة القانون، وترسيم الهشاشة في القطاع عبر سياسة الاذعان واللاقانون وتنفيذ مخطط البنك الدولي والبنك العالمي بحذافيره في قطاع اجتماعي حساس يندرج ضمن الحقوق الاجتماعية الصلبة.
لقد تجاوزت الحكومة وحشية الليبرالية بالنظر إلى ارتكانها لتنويهات المؤسسات المالية الامبريالية عندما تعتبر المغرب أنه في الطريق الصحيح وأنه يعوض تدريجيا أزمة ما بعد الجائحة، والحقيقة أن الحكومة فعلت بالحرف توصيات هذه المؤسسات في تبني سياسة استثمارية بامتيازات معفية من الضرائب او ما يسمى عند الاقتصاديين بالانتحار الاقتصادي، وسياسة تعليمية تحول التعليم الى سلعة وبيع الخدمات العمومية من صحة وماء وكهرباء للرأسمال الخاص. وكلها برامج لن تجعل ميزان الأسعار من ضمن الاولويات لأن حتى التفكير في معالجتها سوف يقوض سياسة التفقير وضرب القدرة الشرائية وهي مداخل أساسية تزكي مكانة التلميذ النجيب ما دام هذا التلميذ يتحكم في السلم الاجتماعي.
ومع تعمق الأزمة سارعت الحكومة الى التبرير وخلق مواضيع للإلهاء ، وشيطنة القوى المعارضة وقمعها، وستوظف الدولة أدواتها الإعلامية وأجهزتها الأمنية، ومؤسساتها الفاقدة للمشروعية والعاجزة عن النقاش والبحث عن الحلول للازمة التي تطوق عنق المغاربة، أزمة قد تعصف بالنزر القليل مما تبقى من العيش الكريم والحريات والحقوق الأساسية للمواطنين والمواطنات.
فالحكومة باعتمادها على أغلبية برلمانية مخدومة نسيت ان تلك الاغلبية لا تشكل سوى أقلية من الكتلة الناخبة وبنسبة اقل من الشعب. فالارتكاز على أغلبية مثل هذه لتمرير سياسات تضرب في عمق الأمن الصحي، الأمن الغذائي ، الأمن الطاقي، وتحاول فرض أمن اجتماعي مزعوم، هي حكومة بأغلبيتها وبدون استثناء إلى جانب المافيات والاحتكارات والمضاربين والسماسرة والناهبين للمال والملك العمومي، وأنها مسؤولة عن واقع الفقر والتهميش والحكرة. كما أن التستر بعدم القدرة على ضبط الوضع من طرف الحكومة والتصريح بعجزها عن مواجهة وتحديد المضاربين، هو في حد ذاته مشاركة في انتشار الغلاء وضرب لأبجديات تسيير المرفق العمومي وإنجاز السياسات العمومية. فلا يمكن للحكومة وأغلبيتها الحديث كمعارضة احيانا، ولا يحجب وصفها للواقع وإقرارها بالأزمة أحيانا أخرى، أنها معفية من إيجاد الحلول.
غياب مخارج للازمة :
حكومتنا الموقرة تتصرف بمنطق كلنا مسؤولون لتعويم الأزمة والتملص من مسؤولياتها السياسية والدستورية والقانونية والتغطية عن عجزها في تدبير وتسيير الشأن العام، لأنها ببساطة حكومة قائمة على اختيارات سياسية بعيدة عن قواعد الديمقراطية الحقيقية والشاملة، بعيدة عن احترام الحقوق والالتزامات الدولية ذات الصلة بحقوق الإنسان في كل المجالات، ونرى انه لا يمكن الحديث عن اية سياسة تروم معالجة الأوضاع المأزومة إلا في ظل الديمقراطية الشاملة بأبعادها السياسية والاقتصادية والاجتماعية والتنموية والمساواتية، وأنه في بيئة الهجانة والعصف بكل أجيال حقوق الإنسان لا نعتقد انه توجد وصفة قادرة على إيجاد حل للازمة البنيوية التي يعرفها النسق السياسي والاقتصادي التبعي المخزني ومخلفاتهما الاجتماعية والتي تعمقها الحكومة الحالية حيث يبدو أن المهمة الموكولة لها هي تدبير الأزمة وحماية الرأسمال الجشع والمضاربين ورعاية ارباحهم وتأمينها وتقوية موقعهم على حساب قطب التهميش والفقر والحكرة.
لقد برهنت الحكومة على أنها « حكومة الفشل والقهر الاجتماعي » وأنها حكومة عمدت على شحذ كل وسائلها وادواتها واجهزتها الى دفع المواطنين والمواطنات الى التراجع عن التراكمات والمطالب والمكتسبات المحققة بفضل التضحيات وسعيها النضالي عبر أدوات الفعل السياسي والنقابي لتحقيق الرفاهية الاجتماعية والحفاظ على المكتسبات الهشة والطموح لتحقيق الرعاية الاجتماعية والحقوق الصلبة الاساسية سواء السياسية او الاقتصادية والاجتماعية والثقافية والبيئية، التي تشكل الحد الأدنى لكل مجتمع ديموقراطي ودولة الحق سواء آنيا أو للأجيال القادمة وعن الدفاع عن حقها في الارتقاء وبناء دولة الرفاهية والحقوق بدون استثناء.
يبدو اننا اما حكومة تفتقد لاستراتيجية واضحة لضمان السيادة في كل أبعادها، وبأنها غير قادرة حتى على تنزيل تصريحها الحكومي رغم ما يشوبه من نقصان وثغرات، وأجرأته على علاته طبقا لما التزمت به علانية أمام البرلمان بغرفتيه، فهي بأغلبيتها تمارس التغول وتسيطر على كل مفاصل التسيير والتدبير المعنية بالسياسات العمومية ليس فقط وطنيا، بل حتى جهويا وفي كل المدن الكبرى وأغلب الجماعات الترابية، وبالتالي لا حق لها ولا مبرر لها لتصريف العجز بهذا الشكل الدراماتيكي المعلن عبر تصريحات ناطقها الرسمي كل أسبوع وأنها مسؤولة بقوة الواقع عن المآسي الاجتماعية ومطالبة فورا بتغيير سياساتها العمومية باعتبارها جهاز تنفيذي قابل للمحاسبة والمساءلة الآنية .
