شهدت بلدية تحناوت تجاوزات بالجملة فيما يخص البناء العشوائي دون أدنى تدخل من السلطة ، حيث باشرت مجموعة من العائلات القاطنة بتراب البلدية في عملية بناء و تشييد منازل بلا تراخيص و لا احترام القوانين المتعارف عليها و كذا اٌستغلال الملك العام و الترامي على ملك الغير مما أدى إلى التسيب التام و الكارثي .
إن الوضع الكارثي الذي يتفاقم يوما بعد يوم ما هو إلا مهزلة و صنع خاص من المستهترين أصحاب صنع القرار و ذوي السلطة بهذه المنطقة.
و لكي يتضح تواطؤ و مَكر المسؤولين بالبلدية إليكم مقتطف من الوقائع المرتبطة بفضيحة البناء العشوائي و التسيب في القرارات :
في صبيحة يوم الثلاثاء 31 غشت 2021 فوجئنا بأحد الجيران و هم يقومون بوضع مواد خاصة بالبناء بساحة عند تقاطع شارع السلام و زنقة أگرض ببلدية تحناوت و ذلك من أجل الشروع في بناء منزل بها ، و يُذكر أن بعض الأطراف القاطنين هناك هم من تنازلوا عن بعض الأمتار من ملكيتهم لإنشاء هذه الساحة مما أثار غضبهم و جعلهم يتوجهون للسلطات المعنية للنظر في هذا التسَيُّب ؛
قام المعنيون بالأمر بوضع بعض الشكايات لدى السيد رئيس البلدية و السيد الباشا و كذا عمالة إقليم الحوز لكن و بدون أسباب واضحة لم يتلقوا أي جواب أو رد فعل واضح و بهذا فمصير الشكايات الخاصة بالبناء العشوائي بدا واضحا كمصير سابقاتها ، ألا وهو سلة المهملات .
توجه المعنيون بالأمر مرة أخرى لدى السيد الباشا لتذكيره بشكايتهم و طلبا في إيجاد حل لمعاناتهم ، و بالفعل اٌنتقل السيد الباشا لعين المكان نزولا عند رغبة المعنيين بالأمر من أجل معاينة الأضرار و إيقاف أشغال البناء ،
إلا أنه و مع الأسف الشديد قام هذا الأخير بمعاينة مواد البناء وسط الساحة وكذا مبادلة أطراف الحديث مع أصحاب هذه المواد متوجهين نحو منزلهم و الذي قبع فيه السيد الباشا بعض الوقت ثم اٌنصرف دون أيّة ردة فعل غير أن جوابه كان بأنه لا يملك القوة لإيقاف هذه المهزلة متناسيا بأنه رجل سلطة و هو أحد المسؤولين عن رد الحقوق و الدفاع عن أصحابها .
و هذا الحدث المُخْتَصَرَةِ تفاصيله ، ما هو إلا حالة واحدة من بين العديد من الحالات التي تحمل في طياتها تجاوزات وخروقات و شطط في اُستعمال السلطة التي هي في الأصل وسيلة لتحقيق العدل و المساواة في بلد الحق و القانون .
و هنا يتلاطم الغموض مكونا زوبعة من التساؤلات :
هل هناك أيادي خفية مبسوطة للعبث بقرارات و أمور المواطنين ؟ هل هناك أسباب قابعة خلف رغبة أصحاب الأيادي الخفية تجعلها و من غير تردد تنصر المخربين و تطمس حقوق المواطنين ؟ و هل الظرفية التي وقعت بها التجاوزات أي زمن ما قبل 8 شتنبر تعتبر سلاحا خفيا للظفر بالسلطة مرة أخرى خوفا من زوالها ؟ و هل الطمع من أجل الجلوس على الكراسي المسيطرة يدفع أصحابها لاٌستعمال شتى الوسائل للظفر بها حتى لو كانت عل حساب حقوق المواطنين و ممتلكاتهم ؟
و نذكر أن كل ما قيل أعلاه موثق بصور و تسجيلات ووثائق تثبت صحة كلامنا و قد يدلى بها عند الضرورة .
