مجلس النواب يصادق في جلسة عمومية على مشروع قانون اللوائح الانتخابية
صادق مجلس النواب، في جلسة عمومية اليوم الثلاثاء، بالأغلبية على مشروع قانون رقم 10.21 يقضي بتغيير وتتميم القانون رقم 57.11 المتعلق باللوائح الانتخابية العامة وعمليات الاستفتاء واستعمال وسائل الاتصال السمعي البصري العمومية خلال الحملات الانتخابية والاستفتائية.
وفي هذا الصدد، أفاد وزير الداخلية، عبد الوافي لفتيت، بأن مشروع القانون يروم بالأساس تعديل المقتضيات الحالية لوضع إطار قانوني دائم وثابت تحدد بموجبه كيفية تحيين الهيئة الناخبة الوطنية بمناسبة كل استحقاق انتخابي عام أو جزئي يتعلق بالانتخابات الجماعية أو الجهوية أو انتخابات أعضاء مجلس النواب.
وأبرز لفتيت أن مشروع القانون أورد أحكاما تتناول، من جهة، المسطرة المتعلقة بالمراجعة المصغرة التي تخضع لها اللوائح المذكورة قبيل تنظيم الانتخابات الجزئية الجماعية أو الجهوية أو النيابية، ومن جهة أخرى، المسطرة التي تحدد بتفصيل كيفية إجراء عملية المراجعة الاستثنائية للوائح الانتخابية العامة التي يتعين تنظيمها استعدادا للانتخابات العامة لأعضاء المجالس الجماعية أو المجالس الجهوية أو أعضاء مجلس النواب.
ولهذه الغاية، يبرز الوزير، يحدد مشروع القانون، بحسب ما إذا تعلق الأمر بانتخابات جزئية أو انتخابات عامة، الآجال والكيفية المطبقة لتحيين الهيئة الناخبة بما في ذلك الفترة المخصصة لإيداع طلبات التسجيل الجديدة وطلبات نقل التسجيل واجتماعات اللجان الإدارية، وإيداع الجداول التعديلية وتبليغ قرارات اللجان إلى المعنيين، والأجل المحدد لتقديم الطعون القضائية والبت فيها، وكذلك تاريخ حصر اللوائح الانتخابية بكيفية نهائية.
وفي هذا الإطار، وعلاقة بالاستعدادات المرتبطة بالانتخابات العامة المقبلة، أفاد المسؤول الحكومي بأن المشروع ينص على تخصيص فترة كافية لتسجيل الناخبات والناخبين الجدد حددها في 30 يوما تقدم خلالها أيضا طلبات نقل التسجيل.
كما يتضمن المشروع مقتضيات جديدة تمكن الشباب، إناثا وذكورا، الذين حصلوا على بطائقهم الوطنية للتعريف الإلكترونية لأول مرة، من التسجيل في اللوائح الانتخابية العامة.
ولهذه الغاية، يقول الوزير، فإن السلطة الإدارية المحلية ملزمة بدعوة كل شاب أو شابة مستوف للشروط المطلوبة وغير مقيد في اللوائح المذكورة، حصل على بطاقته الوطنية للتعريف لأول مرة، أن يتقدم بطلب قيده في اللائحة الانتخابية للجماعة أو المقاطعة التي يقيم فيها، مشيرا إلى أن المشروع ينص، ولضبط هذه العملية، على أن تحيل المصالح الترابية للمديرية العامة للأمن الوطني قوائم الأشخاص الذين حصلوا على البطاقة الوطنية للتعريف لأول مرة إلى السلطة الإقليمية المعنية.
وتجاوبا مع مطلب الأحزاب السياسية بخصوص حذف المقتضى الذي يمنع استعمال بعض الرموز الوطنية في الحملة الانتخابية الذي يترتب عليه إلغاء الانتخاب في بعض الحالات، أوضح لفتيت أن المشروع ينص على رفع المنع المنصوص عليه حاليا بالنسبة لاستعمال النشيد الوطني والصورة الرسمية لجلالة الملك المثبتة في القاعات التي تحتضن الاجتماعات المتعلقة بالحملة الانتخابية، مع رفع المنع أيضا على استعمال علم المملكة باقتراح من لجنة الداخلية والجماعات الترابية والسكنى وسياسة المدينة بمجلس النواب وبإجماع أعضائها.
كما تم، وفق الوزير، فتح صندوق الدعم لتشجيع تمثيلية النساء، الذي تم إحداثه سنة 2009، وذلك رغبة في توسيع مجال عمله بهدف دعم قدرات النساء التمثيلية بمناسبة الانتخابات العامة الجماعية والتشريعية، ليشمل النساء العاملات في مختلف القطاعات المهنية.
