نشطاء: قرار إيقاف أستاذ بكلية الطب بمراكش.. سلوك انتقامي
أشارت الجمعية المغربية لحقوق الإنسان فرع المنارة مراكش، في بلاغ صحفي لها، أن وزارة التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي عملت على إيقاف أستاذ مختص في طب الجلد بكلية الطب والصيدلة بمراكش، محملة مسؤولية ذلك لمكتب هيئة الأطباء بجهة مراكش أسفي.
وذكرت الجمعية، أن الوزارة استندت في عملية التوقيف على الفقرة الأولى من المادة 73 من قانون الوظيفة العمومية، مشيرة إلى أن تلك المادة فضفاضة وتتوغل في العموميات عبر التنصيص على "الإخلال بالالتزامات المهنية "
التي من خلالها ترك المشرع للإدارة هامشا من السلطة التقديرية لتحديد الأفعال والمخالفات المرتكبة من طرف الموظف والتي تستوجب التأديب.
واعتبرت الجمعية ان الشكل الذي اتخذ به ذاك القرار، مخالف للاجراءات المسطرية والقانونية، حيث اتخذ دون معرفة رد الاستاذ في استفسار يوجه إليه ودون استشارة اللجان الجامعية المختصة، وهو الشيء الذي جعل الجمعية المغربية لحقوق الإنسان فرع المنارة مراكش تعتبر سبب قرار توقيف المعني بالأمر يعود إلى مواقفه المدافعة عن الجامعة العمومية المجانية الرافضة لخوصصة قطاع حيوي يهم صحة المواطنين، وهي نفس المواقف التي عبر عنها الطلبة اطباء الغد في معاركهم من خلال مقاطعة الدراسة والتداريب التطبيقية منذ 25 مارس الفارط ومقاطعة الإمتحانات بشكل كلي وجماعي.
واكدت الجمعية المغربية لحقوق الانسان فرع المنارة أن قرار توقيف الأستاذ الباحث سعيد آمال، مجرد استمرار لفشل الوزارة في تدبير ازمة كليات الطب والصيدلة وطب الاسنان، ومحاولة لإعطاءه أبعاد أخرى للتنصل من المسؤولية والمحاسبة، معتبرة ان هذا القرار سلوكا إنتقاميا مشوبا بالتعسف.
ودعت الجمعية وزارة التعليم العالي إلى التراجع عن قرارها المتخذ في حق الأستاذ المعني بالأمر، والعمل على معالجة ملف كليات الطب بالحوار الديمقراطي والإستجابة الفورية للمطالب العادلة للطلبة، وإحترام اختيارات الأساتذة ومواقفهم من الأزمة.
وطالبت الجمعية من الحكومة بتهدئة الأوضاع بالكلية ونزع فتيل التوثر بها، والإحتكام الى المرجعيات والقواعد الديمقراطية لحلحلة المشاكل.
