المؤسسات الفندقية .. السوق الأولى للشغل بالمدينة الحمراء

أضحت مدينة مراكش خلال السنوات القليلة الماضية، قبلة عالمية تضاهي كبريات المدن الأوربية والأمريكية والآسيوية، فظهرت بذلك سلسلة من الفنادق والمنتجعات الفخمة لاستيعاب أعداد السياح المتزايدة.
الفنادق ومؤسسات الايواء تعتبر أهم عوامل السياحة بالمدينة الحمراء، ومن أجل الوقوف على الوضعية الراهنة لهذا القطاع والمشاكل المرتبطة به أجرينا هذا الحوار مع السيد لحسن زلماط رئيس الرابطة الوطنية للصناعة الفندقية.
ما هو تقييمكم للوضعية الراهنة للفنادق بمراكش ؟
الفنادق لها دور أساسي في انعاش سوق الشغل بالمدينة الحمراء وتساهم في الاستقرار السياسي والاجتماعي والاقتصادي للحاضرة، وهي ركيزة أساسية لجميع القطاعات الأخرى.
ومدينة مراكش تتوفر على ما يقارب 200 فندق و600 دار للضيافة فيما يخص المؤسسات المصنفة، الى جانب حوالي 700 مؤسسة أخرى غير مصنفة أو مغلقة، بين فنادق ودور للضيافة. وقد عرفت سنة 2018 تسجيل معدل اشغال جد ايجابي، ونحن نأمل أن تحقق المدينة الحمراء هذه السنة ارتفاعا أكبر في عدد ليالي المبيت.
كيف يتم تصنيف هذه المؤسسات الفندقية ؟
تصنيف الفنادق عموما يخضع لمجموعة من الضوابط، ونحاول كثيرا التركيز على جانبي التغذية والنظافة، فنحن نستقبل عادة لجن تفتيشية تقوم بجولات في المطعم التابع لأي مؤسسة بهدف تحسيس العمال بضرورة توفير الجودة والشروط الصحية المعمول بها في الأكل المقدم للزبائن، ومن بين المستجدات هذه السنة فيما يخص ترتيب المؤسسات الفندقية، اعتماد قانون جديد يستند بشكل كبير على مبدأ الجودة، وستعمل وزارة الصحة على ارسال زبون سري لجميع الفنادق، هذا الأخير الذي سيستفيد من جميع الخدمات المتوفرة وبناء عليها سيرفع تقريرا تفصيليا للوزراة مع تنقيط يمثل 25 بالمائة من النقطة الاجمالية للفندق، وبالتالي فان الفنادق التي تفتقر لجودة الخدمات ستفقد بعض النقط وتتراجع في الترتيب العام.
ما هي المشاكل التي يعاني منها قطاع الفنادق بمراكش ؟
إن معظم المشاكل التي يعاني منها قطاع الفنادق بمراكش ترتبط بالخدمات المقدمة للسائح على عدة مستويات، ونذكر منها مشكل المطار الذي يؤثر على السياحة بالمدينة الحمراء بشكل عام، اذ يعاني الوافدون على مطار مراكش المنارة من طول مدة الانتظار، والتي قد تصل الى حدود ثلاث ساعات، مما يؤثر سلبا على برامجهم وباقي المصالح المرتبطة بقطاع السياحة، وقد قامت السلطات المحلية مؤخرا بعدة مجهودات من أجل حل هذا الخلل من خلال تقليص مدة الانتظار التي كان يقضيها المسافرون بفعل تباطؤ الإجراءات الإدارية خاصة التفيش الأمني، وقلة الشبابيك المخصصة لذلك، وإعتماد إجراءات تقليدية للتحقق من هوية المسافرين القادمين، وذلك باعتماد بطاقة المعلومات الشخصية خطية بدل إستعمال التقنيات الحديثة، علما أن جوازات السفر المعتمدة كلها متطورة أي بيوميترية.
المشكل الثاني يتعلق بالنقل، اذ نتلقى مجموعة من الشكايات من طرف سياح أجانب ومغاربة بخصوص الوضعية المزرية لبعض سيارات الأجرة وغلاء أثمنتها بسبب جشع بعض أرباب "الطاكسيات"، ونحن نأمل أن تتدخل المصالح المختصة من أجل اعادة النظر في هذا المجال أيضا وتنظيمه بشكل يرقى الى مرتبة العاصمة السياحية للمملكة.
ما هي نسبة رضا الزبناء على الخدمات التي تقدمها الفنادق ؟
هذا الجانب يختلف من فندق الى آخر، ومدينة مراكش تتوفر على عدد كبير من الفنادق التي تقدم خدمات في المستوى ويكون زبناؤها جد راضون، ومع الأسف هناك فنادق أخرى لا تقدم الخدمات التي يتطلع لها الزبون، وفي اعتقادي أنها تبقى مسؤولية مشتركة بيننا نحن كمهنيين في قطاع الفنادق والسلطات المحلية باعتبارها مكلفة بمراقبة جميع الجوانب، سواء المتعلقة بالنظافة والتغذية وغيرها، اضافة الى بعض الدورات التي يجب على وزارة السياحة والسلطات القيام بها من أجل التحسيس والتوعية.
هل من المعقول أن تقوم الفنادق بأنشطة خارج اختصاصاتها ؟
مع الأسف نسجل حالات متعددة لفنادق يقدمون بعض الخدمات خارج الاختصاصات مثل الخرجات والأنشطة الترفيهية وتنظيم الرحلات، لكن من الصعب جدا ضبطها أو تأطيرها، فعادة وكالات الأسفار هي المكلفة بذلك، الا أن بعض موظفي الاستقبال بالفنادق يقومون بهذا العمل وغالبا دون علم الادارة، والسبب أن الزبناء هم من يطلبون المساعدة، وبالتالي فان هؤلاء الموظفين يتصلون بوكلاء الأسفار أو مطاعم أخرى من أجل الحجز للزبون وتلبية طلبه، وذلك يدخل أيضا في الخدمات وحسن التعامل، وهي مسألة معمول بها في جميع الدول.
ما هي الاكراهات التي تواجه القطاع الفندقي ؟
هناك مجموعة من الاكراهات من بينها أن الفنادق هي الأكثر خاضعة للضريبة في المغرب، حيث نجد أنها مطالبة بدفع أزيد من 17 ضريبة في السنة، وبالمقارنة مع دول أوربية أخرى أو افريقية نجد أنها تؤدي 5 ضرائب على أكثر تقدير، ونحن كفدرالية طالبنا في أكثر من مناسبة بتوحيد هذه الضرائب أو تقليصها.
فيما يخص الموارد البشرية في الفنادق نسجل نقص كبير في مجال التكوين، وذلك راجع لمجموعة من العوامل على رأسها المدارس المؤهلة لتحضير أطر تعمل بالمؤسسات الفندقية، سواء على مستوى اللغات الأجنبية أو المهارات التطبيقية، فنجد أن هذه المعاهد تنتج العدد ولكن ليس الجودة.
جانب آخر أكثر أهمية وهو المتعلق بالتكنولوجيا، حيث نسجل تأخرا كبيرا على هذا المستوى في الفنادق المغربية عامة، وبمقارنة مع دولة سياحية متوسطة فان المملكة لم تتطور كثيرا فيما يرتبط بالمعاملات عبر شبكة الأنترنت والحجوزات عبر المواقع الالكترونية.
