دعوة الوزارة مدراء النشر، تأتي وفقا للقواعد المتعلقة بالقانون المنظم للصحافة والنشر.
واستنادا إلى مقتضيات قانون الصحافة والنشر، فاٍن الاستثناء من هذه الجزاءات يتعلق فقط بالاستنساخ لغاية الاستشهاد والاستعمال غير التجاري في مجال التعليم وكل شكل من الاستشهاد المسند لأصله والجاري به العمل حسب تقنيات وأخلاقيات مهنة الصحافة، حسب بلاغ للوزارة.
