توقيع اتفاقيات بمراكش لمواكبة الأشخاص في وضعية هشاشة والادماج الاقتصادي للشباب

ترأس كريم قسي لحلو والي جهة مراكش آسفي، عامل عمالة مراكش أمس الأربعاء 09 نونبر 2022 بمقر ولاية الجهة اجتماع للجنة الإقليمية للتنمية البشرية لعمالة مراكش.
وحضر أشغال اللجنة كل من الكاتب العام لعمالة مراكش وأعضاء اللجنة الإقليمية للتنمية البشرية، ورجال السلطة رؤساء اللجان المحلية للتنمية البشرية، بالإضافة إلى بعض حاملي المشاريع.
وافتتح الوالي الاجتماع بكلمة تناول فيها أهم منجزات المبادرة الوطنية للتنمية البشرية على مستوى عمالة مراكش برسم الفترة 2019/2022، والتي تميزت ببرمجة 645 مشروعا بكلفة مالية استثمارية ناهزت 325,70 مليون درهم، ساهمت فيها المبادرة الوطنية للتنمية البشرية بغلاف مالي قدره 291,90 مليون درهم. وقد استهدفت العمليات التنموية المبرمجة مختلف الفئات الاجتماعية المعنية ببرامج المبادرة الوطنية للتنمية البشرية، سيما النساء في وضعية هشاشة قصوى والأشخاص الذين يعانون من إعاقة بدون موارد، ومرضى القصور الكلوي المزمن بدون موارد وأطفال الشوارع. كما استفاد من هذه المشاريع الشباب حاملي الشواهد الباحثين عن الشغل حيث استفاد من تمويل المبادرة الوطنية للتنمية البشرية 274 شابة وشاب تتراوح أعمارهم ما بين 18 و34 سنة مع إحداث 205 شركة ساهمت في خلق 666 فرصة شغل.
وعلى إثر ذلك تقدم رئيس قسم العمل الاجتماعي بعمالة مراكش بعرض تناول في محوره الأول وضعية تنفيذ المشاريع المبرمجة برسم الفترة المذكورة وفي المحور الثاني المشاريع الجديدة المقترحة على اللجنة الإقليمية للتنمية البشرية قصد الدراسة والمصادقة.
فبالنسبة لوضعية تقدم تنفيذ برامج المبادرة الوطنية للتنمية البشرية فقد بلغ عدد المشاريع المنجزة 465 مشروعا من أصل 645 مشروعا مبرمجا ومن المتوقع نهاية السنة الحالية ان تبلغ نسبة انجاز المشاريع 92,71 % .
ومن ضمن المشاريع المبرمجة 13 مشروعا تخص برنامج تدارك الخصاص على مستوى البنيات التحتية والخدمات الأساسية بالمجالات الترابية أقل تجهيزا و126 مشروعا في إطار برنامج مواكبة الأشخاص في وضعية الهشاشة و286 مشروعا تهم برنامج الادماج الاقتصادي للشباب و220 مشروعا في إطار برنامج الدفع بالرأسمال البشري للأجيال الصاعدة.
وتروم المشاريع المبرمجة بالخصوص تحسين مؤشرات التنمية البشرية في قطاعات الصحة والتعليم والشغل، وذلك من خلال دعم صحة الأم والطفل سيما في الوسط القروي والمراكز الحضرية الهامشية والتكفل بمرضى القصور الكلوي المزمن، ودعم ريادة الأعمال والتشغيل الذاتي لدى الشباب، ودعم الولوج إلى التعليم الأولي بالوسط القروي حيث تمت برمجة إحداث 165 وحدة للتعليم الأولي ويستفيد حاليا من وحدات التعليم المشغلة 2527 طفل وطفلة في سن يتراوح بين 4 و5 سنوات. علاوة على دعم التمدرس لفائدة التلاميذ والتلميذات المنحدرين من الأوساط العائلية المعوزة وكذا المبادرة الملكية « مليون محفظة » التي استفاد منها خلال الموسم الدراسي 2022/2023ما مجموع 177.840 تلميذة وتلميذ بكلفة مالية قدرت بــ 17,12 مليون درهم.
وفيما يخص المشاريع الجديدة التي صادقت عليها اللجنة الإقليمية للتنمية البشرية برسم سنة 2022 فقد بلغ عددها 92 مشروعا بكلفة إجمالية قدرها 37,01 مليون درهم ساهمت فيها المبادرة الوطنية للتنمية البشرية بمبلغ 29,14 مليون دهم. وتتوزع المشاريع التي تمت المصادقة عليها حسب البرامج على النحو التالي:83 مشروعا في إطار برنامج تحسين الدخل والادماج الاقتصادي للشباب منها 48 مشروعا تخص محور الادماج الاقتصادي للشباب لفائدة 59 شابة وشاب و27 مشروعا لفائدة التعاونيات والشركات الصغرى والمتوسطة في إطار برنامج مواكبة سلاسل الإنتاج ذات إمكانات التشغيل العالية، وفي إطار برنامج مواكبة الأشخاص في وضعية الهشاشة 06 مشاريع، و03 مشاريع تهم برنامج الدفع بالتنمية البشرية للأجيال الصاعدة.
بعد ذلك تم عرض كبسولات حول منجزات بعض المشاريع النموذجية لفائدة الشباب التي حظيت بدعم المبادرة الوطنية للتنمية البشرية.
وقبل اختتام أشغال اللجنة وقع الوالي بمعية الشركاء على 16 اتفاقية شراكة تهم برنامج 2022 منها 13 اتفاقية شراكة في إطار برنامج تحسين الدخل والادماج الاقتصادي للشباب و اتفاقيتي شراكة (02) في إطار برنامج مواكبة الأشخاص في وضعية الهشاشة و اتفاقية شراكة واحدة في إطار برنامج الدفع بالرأسمال البشري للأجيال الصاعدة.
