الوطنية والمواطنة
“نؤكد أنه لم يعد هناك مجال للغموض أو الخداع فإما ان يكون المواطن مغربي أو غير مغربي وقد انتهى وقت الازدواجية المواقف والتملص من الواجب ودقت ساعة الوضوح وتحمل الأمانة فإما ان يكون الانسان وطنيا أو خائنا “ مقتطف من الخطاب الملكي السامي بمناسبة الذكرى الـ 34 للمسيرة الخضراء .
يعود أصل المصطلح إلى كلمة (يونانية1 πατριώτης – باتريوتيس) التي استخدمت في اليونان القديمة كلمة (πατριά – باتريا) تعني عشيرة. وقد اُضيفت ياءُ النسبِ إلى كلمة “وطني” في القرن الثامن عشر، ويوصف الوطني بالشخص الذي يدعم بلاده بقوة، والمستعد للدفاع عنها من الأعداء أو المنتقصين وهو حب المرء لبلده مع الاستعداد لتقديم تضحيات تعزز من مصالح البلد.
منذ فجر الخليقة كان الإنسان يبحث عن معنى الانتماء، وقد حرص على بناء تكوين اجتماعي له مفاهيم فلسفية قائمة و تطورت فكرة الانتماء مع تطور فكرة الوطنية وبدأت تظهر أول بذور هذا الانتماء عن طريق انتساب الإنسان إلى أبيه ثم إلى أسرته تم انتمائه إلى الجماعة وهكذا حتى وصل انتماؤه إلى الوطن. و مجموع الانتماءات لوطن واحد وبأفكار واحدة سيولد عنها مجتمع قوي ودولة قوية والعكس هو صورة سلبية متمثلة في الانتماء الكاذب أو الانتماء الخالي من الولاء . وهذا الارتباط في حقيقته هو ارتباط روحي ومادي، و يسعى بهذا التعامل لخلق مواطنة اجتماعية متزنة متفاعلة تؤمن الخدمة الفعالة للوطن. و هناك عناصر يجب أن يتحلى بها المواطن والتي تدخل كجزء من مواطنته لتقوية مجتمعه ورقيه وهي التواضع والاحتشام والأمانة والاستقامة والآداب والفضيلة والنخوة والشجاعة ، بل يجب أن تكون هذه العناصر هي السلوك اليومي له من أجل رفعة الوطن ومحيطه ومجتمعه، إذا المواطنة في مفهومها الوطني العام هي تأدية الواجب الوطني، وأن لا تأخذ من الإنسان منافعه الشخصية على حساب مواطنته بل يجب عليه السمو على الحسابات الشخصية و المصلحة الفردية .
والخطير لدى البعض هو الانتماء إلى الأرض وقطف ثمارها غير أن الولاء يكون لغير الوطن، وبهذا سنكون أمام وطن فيه من ينخر داخله، وبمرور الوقت ستجد ذلك الوطن متآكلا. لذا يجب على مثل هؤلاء مراجعة أنفسهم أولاً والعودة إلى المفهوم الصحيح للوطنية والمواطنة .ان من الأمور التي تبعث على القرف و الغثيان هو ما أصبحنا نعيشه اليوم مع بعض من يحشرون أنفسهم عنوة في خانة المناضلين و المشتغلين في مجال الدفاع عن المصلحة العامة، أو الدفاع عن ملفات أو أشخاص بعينهم، حيث ما إن تصدر قرارات لا تتطابق مع تطلعاتهم و لا توافق مصالحهم حتى ينقلبوا على أعقابهم ضد البلاد و العباد و الملة أيضا في بعض الأحيان فهو مواطنون ملتزمون بثوابت الوطن طالما أن مصالحهم تتحقق، و كأن الوطنية مشروطة عندهم بمقابل، لذلك نجد من بينهم من يتنكر للوطن في أول امتحان بل و يشرع في مهاجمة رموزه و المس بقدسيته و شرف أهله في حين يعطي للآخرين دروسا في الوطنية و يلفون أنفسهم بالأعلام وينفخون بوق الوطنية الصغير كوسيلة لخداع الحاضرين أو لتغطية فشلهم .
وهكذا نجد التغني بالوطنية لبعض الوصوليين حتى اذراف الدموع ليعطوا مصداقية لأفعالهم وكلامهم. هنا يمكن التمييز بين نوعين رئيسين من الوطنية، الوطنية الحقة والصادقة، والوطنية الريائية او الوصولية للتقرب الى الجهات العليا كما صار البعض يتغنى بها في الاجتماعات عسى ان تصل الى آذان المسؤولين ويرقوه او يقترحوه في مناصب سامية (كما &ld1uo;أن أعلى مستويات الشعبية والوطنية تُهزم في الطريق إلى السلطة والطغيان.ديفيد هيوم“) يُلخصون الوطنية في قانونهم وطريقة تدبيرهم ومصالحهم .. يضعون القانون في علبة.. ثم يضعون العلبة في جيوبهم المثقوبة!!والتي تسقط مع مرور الوقت لأن الزمن هو أكبر كاشف على حقيقة المرء ونواياه وحربائيته.
فلا أحد سيزايد علينا في ديننا و في وطنيتنا و في حبنا لملكنا، فالمغاربة شعارهم هو “الله – الوطن- الملك ” ليبقى مشكل التطبيق حيث ان الكلام شيء والأفعال شيء آخر فالوطني يجب عليه وخاصة اذا كان في منصب المسؤولية ان يعمل بإخلاص وان يساهم في تطوير بلده ولا يستغل موقعه للشطط أو تبذير المال العام أو الاستفادة من مصالح لاحق له بها متواريا وراء لغة خشبية في الاجتماعات واللقاءات عن وطنيته لأن ا لوطنية هي أن تعمل و لا تتكلم فالوصوليون لا يكتبون التاريخ لأن التاريخ يكتبه من يعشق الوطن دون مصالح ولاأهداف شخصية.
