يقترح كتاب “الحريات الأساسية مقترحات إصلاحية”، الذي وقعته 8 شخصيات مغربية، تعديل مبلغ “المتعة” الممنوح للمرأة المطلقة تعويضا عن الحياة الزوجية التي قضتها مع زوجها، ليصبح مرتبطا بقيمة العقار الذي كان محلا لسكن الزوجين.
وبعدما سجل الكتاب أن القضاة حاليا يحددون مبلغ المتعة في 10 آلاف درهم عن كل سنة من سنوات الحياة الزوجية بغض النظر عن الوضع الاجتماعي للزوج، اقترح أن تمنح المتعة بحساب مكان الإقامة الزوجية على أن يكون مرجع أسعار العقارات الذي وضعته المديرية العامة للضرائب هو الأساس لحساب مبلغ المتعة مع تحديد الخصم المتفق عليه بين المالك والمستأجر.
وهكذا يقترح الكتاب أن يكون مبلغ المتعة يساوي 0.5 في المائة من ثمن شراء المنزل إذا كان السعر يتراوح بين 2 مليون إلى 20 مليون درهم. وأن يحدد في 10 آلاف درهم في السنة إذا تراوح سعر المنزل من 500 ألف درهم إلى 2 مليون درهم، وأن يحدد في 2 في المائة إذا تراوح سعر المنزل من 25 ألف درهم إلى 500 ألف درهم، على أن تطبق هذه المبالغ على أي زوج مستأجر لبيت الزوجية، أما إذا كان الزوج يملك العقار فيضاف لكل مبلغ نسبة 20 في المائة.
