وفي هذا الصدد، تم التأكيد على الأهمية التي يكتسيها مشروع تصميم التهيئة لمقاطعة سيدي يوسف بن علي، باعتباره مرجعية قانونية وألية لتحقيق التنمية المستدامة، من خلال تنظيم المجال العمراني وتشجيع الاستثمار والاستجابة لتطلعات الفاعلين المحليين وانتظارات الساكنة، ومساهمته في تجويد الخدمات المقدمة إلى العموم بتوفير المرافق العمومية والتجهيزات الضرورية وخلق مناصب الشغل، مؤكدين على أن إعداد هذه الوثيقة تم باعتماد مقاربة تشاركية مندمجة بين مختلف الفرقاء و الشركاء، وفي مراعاة لتوجهات المخطط المديري للتهيئة العمرانية للمجال المتروبولي لمراكش الكبرى، وأخذا بعين الاعتبار المحافظة على الخصوصيات الطبيعية والمجالية و الجانب البيئي والايكولوجي والطابع الفلاحي للمنطقة.
