النقابة الوطنية للصحة العمومية تنتقد مدير مستشفى شريفة بالسيبع
وجهت النقابة الوطنية للصحة العمومية العضو أسهم الانتقاد الى مدير مستشفى شريفة بسيدي يوسف بن علي بمراكش، محملة اياه مسؤولية الوضعية المزرية للفضاء الصحي، وذلك باتباعه لأسلوب المراوغة والتماطل بدل الاستجابة الفورية لمطالب الموظفين العاملين بالمستشفى ومعالجة الإختلالات التي تؤثر سلبا على سير مختلف مرافقه.
وكشفت النقابة في بلاغ استنكاري، أنها عقدت عدة لقاءات مع مدير المستشفى، الذي اعتبرته بالهاوي والمبتدئ في التسيير لتذليل العقبات وإيجاد حلول للمشاكل التي يعاني منها المستشفى منذ افتتاحه، وذلك وإيمانا منها كنقابة مواطنة وكشريك اجتماعي يؤمن بالحوار الجاد والمسؤول من أجل ايجاد البدائل والحلول للمشاكل المطروحة بناءا على مبدأ التفاوض البناء، الذي يهدف إلى نزع فتيل التوتر بدل تكريس مبدأ التشنج والإحتقان الإجتماعي، لكنها تفاجأت بسلوك هذا المسؤول، حيث عمد كعادته إلى اتباع أسلوب المراوغة والتماطل في التعاطي مع مطالب الشغيلة والإختلالات التي تعاني منها هذه المؤسسة.
وعبرت النقابة عن امتعاضها من السلوكيات الصادرة عن المدير بتاريخ 12 يونيو 2023، والتي وصلت إلى حد افشاء السر المهني والتضييق الممنهج والمفضوح ضد مناضلي النقابة الوطنية للصحة العمومية المشهود لهم بالكفاءة العالية والتفاني في عملهم خدمة للوطن والمواطن، مشيرة أن الهدف الأسمى والشغل اليومي لهذا المسؤول هو استخدام جميع الوسائل لتلميع صورته أمام الرأي العام المحلي، جاعلا الموظفين الشماعة التي يعلق عليها فشله الذريع في تدبير المؤسسة الصحية، مستعينا في ذلك ببعض أشباه النقابيين والسياسيين البؤساء الذين يحاولون بأساليب دنيئة السيطرة على مؤسسات ممولة من دافعي الضرائب، كما تصل به عنهجيته بعض الأحيان إلى الإستقواء بدولة أجنبية، حسب ما جاء في البلاغ.
واعتبرت للنقابة السلوك الصادر عن المسؤول المذكور سلوكا شادا وتحريضيا ضد العمل النقابي، بل تراجعا خطيرا وغير مسبوق في الحريات النقابية التي نص عليها الدستور والاتفاقيات الدولية التي وقع عليها المغرب وإننا اذ نعتبر هذا السلوك اللامسؤول تضييقا على الحريات النقابية واستهدافا مباشرا للنقابة الوطنية للصحة العمومية في تحد صارخ لجميع القوانين المنظمة للعمل النقابي ببلادنا.
ودعت النقابة المسؤول المذكور بالاطلاع على مقتضيات الفصول 8و 9و 29 من دستور البلاد والمرسوم الصادر بتاريخ 5فبراير 1958 والمعدل بالمرسوم الصادر بتاريخ 12 اكتوبر 1966 وحسب الفصول 10 و 14 من النظام الاساسي للوظيفة العمومية وأيضا اتفاقية الشغل الدولية رقم 98 لسنة 1948 حول حق التنظيم والمفاوضة الجماعية والتي صادق عليها المغرب بظهير 16 دجنبر1957.
وأورد المكتب الإقليمي للنقابة الوطنية للصحة العمومية مراكش في بلاغه، أنه أمام تجاهل الجهات المعنية لملفاته المطلبية بالمركز الاستشفائي الجهوي ابن زهر، والذي يعتبر مستشفى القرب من المؤسسات الصحية المشكل له، فإنه قرر تسطير برنامج نضالي سيعلن عن تفاصيله في بيان خاص، وذلك لتحسيس الرأي العام الجهوي والوطني بخطورة الوضع في مستشفى القرب شريفة، ودفع المسؤولين إلى تبني مقاربة تشاركية فعالة و إيجاد حلول عاجلة ونهائية من أجل تصحيح كل الأخطاء وتحسين الخدمات الصحية المقدمة للمواطنين.
