لن تعفي كل الأسباب التي ساقها رئيس الحكومة المغربية عزيز أخنوش لتبرير الزيادات المهولة في الأسعار، من المسؤولية السياسية في إيجاد الحلول لضمان استمرار السلم الاجتماعي بتأمين القدرة الشرائية للمواطنين وحماية استقرار السوق من حيث وفرة المواد وأسعارها.
وما يزال أخنوش في مواجهة لهيب الأسعار التي اكتوت بنارها جيوب عموم فئات الشعب المغربي يلوذ وفريقه الحكومي بالصمت حينا وبالتبرير أحيانا متحججا بالظرفية الدولية وبالتقلبات المناخية والوضع الصحي العالمي، فيما تنوء قفة ربة البيت بثقل الوزر من انتظارية لا تبدي الحكومة أية إرادة او استعداد للتحرر منها في ظل المؤشرات جيوسياسية التي تتنبأ بتطور الازمة الروسية-الأوكرانية إلى حرب أكبر وبتحور فيروس سارس-كوف 19 في موجة جائحة جديدة وبظواهر للطبيعة تنذر بكوارث إنسانية.
وأمام هذه التحديات التي تفرض على المغرب مواجهتها بتدابير معقلنة في إطار مخطط مدروس ضمن سياسة اقتصادية واجتماعية ذات برامج تنفيذية قادرة على ربح رهان المغرب الممكن، استسلمت الحكومة لمنطق التبرير وتعاملت بأسلوب تصريف الأعمال مفتقدة للمبادرة التي من شأنها ابتكار صيغ الحلول لارتفاع فاتورة الطاقة وغلاء أسعار المواد الغذائية وانكماش الاقتصاد وركود التجارة وتراجع السياحة وندرة المياه واجتياح الجفاف…
وتفتقد الحكومة سريعا شرعية الاستمرار في تدبير الشأن العام مع توالي ردود الأفعال المجتمعية التي تتبلور تدريجيا إلى مواقف ربما تتجاوب قبل الأوان مع دعوة الطالبي العلمي إلى رجم حزبه والحكومة التي يقودها بالحجر إذ يخلفون الوعد بالزيادة في الأجور وتحسين ظروف المعيشة وضمان العيش الكريم للشعب المغربي عند نهاية ولايتهم.
واهتزت الثقة في أخنوش وحكومته التي وإن اكتسبت هذه الثقة قانونيا عبر صناديق الاقتراع مع التشكيك فيها ديمقراطيا بالانتخاب الحر الشفاف النزيه وتفتقدها مجتمعيا بغياب جرأة القرار السياسي والقرب من المواطنين، بعد إذ كشفت عشرة أشهر من الحكم علل المشاريع والبرامج والإجراءات الحكومية التي تبين أنها مصابة بالكساح وأنها ليست فرصا حقيقية لتسريع الإقلاع الاقتصادي والتنمية الاجتماعية وليست أوراشا لخفض نسب البطالة ورفع مستوى الانتاج وتقليص التضخم…
وغير مضمون انسياب الحياة في دعتها وهدوئها المعتاد حتى في ظل إجماع المكونات الحزبية والنقابية في المغرب على الالتزام بالمحافظة على السلم الاجتماعي وتأمين الامن والاستقرار مهما ترتفع تكلفته وتحمله من أعباء على الطبقات الاجتماعية والطبقة المتوسطة خصوصا والفئات محدودة الدخل بالأخص، لأن ما يصطخب في الشارع المغربي يشي مع تنامي رفع الأصوات بالاحتجاج والتهديد بالإضراب بما يشبه السكون الذي يسبق العاصفة.
إن أخنوش وحكومته مطالبون وعاجلا بإقرار إصلاحات اقتصادية واجتماعية جوهرية عميقة بتخفيف الضريبة على الدخل وحجب التضريب عن المعاشات وفرض الضريبة على الثروة وإقرار عدالة ضريبية وتوسيع الإعفاء الجمركي وخفض نسبة الضريبة على القيمة المضافة وفرض إجبارية القيد في صناديق الحماية الصحية والضمان الاجتماعي لفائدة العمال وإحداث آلية الرقابة الصارمة على ذلك وتشجيع التنافسية مع تسقيف الأسعار وتحفيز الاستثمار في مجال الطاقات البديلة والحد من احتكار الدولة في إنتاج وتسويق الماء والكهرباء واعتماد مخطط بيئي استراتيجي يروم حسن استغلال الموارد الطبيعية واستثمارها وفرض الجزاءات والعقوبات الرادعة على فوضى الاستغلال والتصرف في هذه الموارد (الآبار غير المرخصة والمرخصة ذات الاستعمال المنزلي الشخصي والتزود غير القانوني من المياه الجارية في الأودية والأنهار والاستحواذ باسم الاستثمار الزراعي والصناعات الغذائية على المخزون الاحتياطي للمياه الجوفية في البحيرات بالمناطق الجافة وشبه الصحراوية…)
وأما ما عدا هذا من شبيه مبادرة السيد أخنوش لدعم أرباب النقل العمومي فإنما هو كمن يزيد الشحم لمتن المعلوف في دأب أضحى للحكومات المغربية في سياساتها اللاشعبية ديدنا تثرى به الفئات الثرية وتزداد ثراء وتتعمق الهوة ليفتقر عموم الشعب وتزداد فئاته فقرا.
ولئن صمّت الآذان عن المهموس الرخو من أصوات بحَّت في حناجر ذبحها الغلاء وتجاهُلُ الأنين، فإن صدى الأصوات له في قلوب الناس رَجْعٌ ولوجعه في الأرض أثر كفعل الحر في الغابة بالنار انتشر فإذا ما احترقت الأقدام بجيوب تكتوي فلا مهرب ولا مفر سوى لمن طاوعه قلبه على الترفه في أكادير جنوبا والعرائش تحترق وشفشاون في الشمال رمادا بعد الجمر.
وعسى رئيس الحكومة لا يغتر بالمغررين الذين يدعون باللسان ما لا يضمرون في القلب ويعلنون بالنهار جهارا غير ما يحيكونه بليل ويسرون به ظلاما حتى إذا ما طلع الاطمئنان ظهرا أوقدت النوايا بما أوغر الصدور من خبيئة يشتعل منها الأخضر قبل اليابس، فحذار من الكيد وحذار من فناء القليل من بقية الثقة لدى الشعب المغربي الذي كفاه ما عليه سنين اصطبر.
