الغلوسي: حزب الأصالة والمعاصرة لم يطبق المادة 9 من ميثاق أخلاقياته ضد منتخبين تابعين له رغم تورطهم في قضايا فساد مالي
في تدوينة نشرها الحقوقي محمد الغلوسي على صفحته الفيسبوكية، انتقد بشدة ما وصفه بـ »تآمر لوبي الفساد ضد الدولة والمجتمع »، معبّراً عن قلقه من المادة 3 من مشروع قانون المسطرة الجنائية التي صاغها وزير العدل، مستندًا على المادة 9 من ميثاق أخلاقيات حزب الأصالة والمعاصرة. ويرى رئيس الجمعية المغربية لحماية المال العام محمد الغلوسي أن هذه المادة تهدف إلى منع الجمعيات الحقوقية من التبليغ عن جرائم الفساد، وتقييد النيابة العامة في تحريك الدعوى العمومية، حيث تُمنع من التحرك التلقائي إلا بعد توصلها بتقارير من جهات محددة، مثل المجلس الأعلى للحسابات والمفتشية العامة للداخلية والمالية.
وأشار الغلوسي إلى أن المادة 9 من ميثاق حزب الأصالة والمعاصرة لا تعترف بالمتابعات القضائية التي تحركها النيابة العامة تلقائياً ضد منتخبي الحزب ومسؤوليه، حتى وإن كانت مرتبطة بتدبير الشأن العام، مما يضع قيودًا على العدالة ويساهم في حماية المسؤولين المتورطين في الفساد.
واعتبر الغلوسي أن هذه المادة تحمل بصمات الجهات المستفيدة من تداخل المصالح والمنافع، والذين يسعون لتغول الفساد ومراكمة الثروة من خلال تحالفات نفعية تآمرية ضد مؤسسات الدولة، مستخدمين البرلمان والحكومة لتمرير قوانين تخدم مصالحهم.
وأكد الغلوسي أن هذه التحالفات تهدف إلى لي ذراع الدولة والمجتمع، وحماية الفاسدين من المحاسبة، مما يهدد بتكريس التمييز بين المواطنين أمام القانون. كما دعا الإرادات الصادقة والضمائر الحية إلى التنبه لخطورة هذه التطورات التي تسعى لتأسيس نظام يشرعن الفساد ويحمي حفنة من المستفيدين على حساب المصلحة العامة.
وفي ختام تدوينته، أشار الغلوسي إلى أن حزب الأصالة والمعاصرة لم يطبق المادة 9 من ميثاق أخلاقياته ضد منتخبين تابعين له، رغم تورطهم في قضايا فساد مالي، بل إن بعضهم صدرت بحقهم أحكام قضائية دون اتخاذ أي إجراءات ضدهم من قبل الحزب.
