الصحراء المغربية.. الجمعية العامة للأمم المتحدة تدعم العملية السياسية وتتجاهل “الاستفتاء”

اعتمدت الجمعية العامة للأمم المتحدة قرارا يجدد تأكيد دعمها للعملية السياسية الجارية تحت الإشراف الحصري لمجلس الأمن الدولي من أجل تسوية النزاع الإقليمي حول الصحراء المغربية.
وأكدت الجمعية العامة، بذلك، القرار الذي اعتمدته اللجنة الرابعة في أكتوبر الماضي، وهو قرار يؤكد مجددا إقبار خيار الاستفتاء بشكل نهائي.
ويدعو القرار مجموع الأطراف إلى التعاون الكامل مع الأمين العام للأمم المتحدة ومبعوثه الشخصي من أجل التوصل إلى حل سياسي لهذا النزاع الإقليمي، بناء على القرارات التي اعتمدها مجلس الأمن منذ عام 2007.
ويدعم بذلك العملية السياسية على أساس قرارات مجلس الأمن الـ19 المعتمدة منذ 2007، بهدف التوصل إلى حل سياسي “عادل ودائم ومقبول لدى الأطراف” لقضية الصحراء المغربية.
وأشاد القرار بالجهود المبذولة في هذا الصدد، داعيا كافة الأطراف إلى التعاون بشكل كامل مع الأمين العام وفي ما بينها، من أجل التوصل إلى “حل سياسي مقبول لدى الأطراف”.
ولم يتضمن هذا القرار، وعلى غرار القرارات السابقة وتلك التي تبناها مجلس الأمن على مدى عقدين، أي إشارة إلى الاستفتاء الذي أقبره كل من الأمين العام للأمم المتحدة والجمعية العامة ومجلس الأمن الدولي.
ورحبت الجمعية العامة للأمم المتحدة في هذا القرار، أيضا، بتعهد الأطراف بمواصلة التحلي بالإرادة السياسية والعمل في جو ملائم للحوار، في ضوء الجهود المبذولة والمستجدات التي طرأت منذ سنة 2006، مؤكدة بذلك تطبيق قرارات مجلس الأمن الصادرة منذ سنة 2007.
وتجدر الإشارة إلى أن المستجد الوحيد الذي طرأ على المسلسل السياسي منذ عام 2006 يتمثل في مبادرة الحكم الذاتي التي تقدم بها المغرب في 11 أبريل 2007.
وفي هذا الصدد، تدعم الجمعية العامة قرارات مجلس الأمن الصادرة منذ عام 2007، والتي كرست سمو مبادرة الحكم الذاتي التي قدمها المغرب، والتي رحبت بها الهيئة التنفيذية والمجتمع الدولي باعتبارها مبادرة جادة وذات مصداقية من أجل التسوية النهائية لهذا النزاع الإقليمي في إطار سيادة المملكة ووحدتها الترابية.
كما يدعم القرار توصيات القرارات 2440 و2468 و2494 و2548 و2602، و2654، التي كرسها القرار رقم 2703 الذي تم اعتماده في 30 أكتوبر 2023، والتي تحدد معايير حل النزاع الإقليمي حول الصحراء المغربية، المتمثلة في حل سياسي وواقعي وعملي ودائم وقائم على روح التوافق.
جدير بالذكر أن القرارات 2440، و2468، و2494، و2548، و2602 و2654، و2703 كرست مسلسل الموائد المستديرة وحددت، بشكل نهائي، المشاركين الأربعة فيها، وهم المغرب، والجزائر، وموريتانيا، و”البوليساريو”.
كما أن القرارات 2440، و2468، و2494، و2548، و2602 و2654، و2703 أشارت إلى الجزائر، على غرار المغرب، خمس مرات، مجددة بذلك التأكيد على دور الجزائر كطرف رئيسي في هذا النزاع الإقليمي.
من جانب آخر، ترحب قرارات مجلس الأمن بالإجراءات والمبادرات التي اتخذها المغرب لتعزيز وحماية حقوق الإنسان في أقاليمه الجنوبية، والدور الذي تضطلع به لجنتا المجلس الوطني لحقوق الإنسان في العيون والداخلة، وكذلك تفاعل المغرب مع آليات مجلس حقوق الإنسان التابع للأمم المتحدة.
وتجدد، أيضا، طلب الهيئة التنفيذية للأمم المتحدة بتسجيل وإحصاء سكان مخيمات تندوف، مع ضرورة بذل الجهود اللازمة لتحقيق هذه الغاية.
كما أن قرار الجمعية العامة لا يشير بأي حال من الأحوال إلى ما يسمى بالحرب الوهمية التي تدعي الجزائر وصنيعتها “البوليساريو” أنها قائمة في الصحراء المغربية.
وهكذا، وبعد مجلس الأمن، تدحض الجمعية العامة، بدورها، أكاذيب وافتراءات الجزائر و”البوليساريو” بشأن الوضع في الصحراء المغربية الذي يتسم بالهدوء، والاستقرار والتنمية في كافة المجالات. إقرأ المزيد : https://al3omk.com/894256.html
