الدعوة من مراكش إلى التركيز على إدماج وتعزيز مبادئ الإستدامة على مستوى الأسواق


دعا رئيس مجلس المنافسة، السيد أحمد رحو، امس الأربعاء بمراكش، إلى التركيز على إدماج وتعزيز مبادئ الإستدامة على مستوى الأسواق مع الحفاظ على الأداء التنافسي المشجع للابتكار والإبداع والكفيل بتحقيق رفاهية المستهلك.

وقال السيد رحو، خلال أشغال ندوة دولية حول موضوع “التنمية المستدامة: تحدي تنافسي ومحفز للنمو”، إن الاتجاه العالمي الملحوظ ينحو نحو تعزيز مبادئ الإستدامة في التشريعات وشروط ممارسة الأنشطة الاقتصادية.

وأكد في هذا السياق، على أن احترام متطلبات الإستدامة يشكل فرصة لبعض الشركات، وعقبة أمام أخرى، بحسب درجة الإمتثال للمعايير الاجتماعية والبيئية التي تفرض بشكل متزايد شروط الولوج إلى أسواق معينة.

وأضاف السيد رحو، أن النقاش حول الإستدامة/المنافسة يضع الهيئات المكلفة بالمنافسة في موقف يرفض استخدام الشركات للإستدامة كذريعة لإقامة الاتفاقات الاحتكارية أو القيام بأي ممارسة أخرى مخلة بالمنافسة.

من ناحية أخرى، ذكر رئيس مجلس المنافسة بأن التنمية المستدامة، كما عرفها تقرير اللجنة العالمية للبيئة والتنمية لسنة 1987، هي “التنمية التي تلبي احتياجات الحاضر دون الإضرار بقدرات الأجيال المستقبلية على تلبية احتياجاتهم”.

وأشار إلى أن التنمية المستدامة تهدف إلى تحفيز النمو في ظل التحديات الراهنة التي يشهدها الاقتصاد العالمي، مبرزا أن هذا المفهوم يرتكز أساسا على ضمان رفاه أكبر عدد ممكن من ساكنة العالم التي تتزايد باستمرار.

وأبرز السيد رحو، أن التنمية المستدامة، فيما يتعلق باتخاذ القرار، تهدف إلى الربط بين البيئة والاقتصاد، بحيث تساهم التكنولوجيا وتدبير المخاطر في تحقيق النمو المستدام، مؤكدا على أنها تنطوي على إعادة توجيه العلاقات الاقتصادية الدولية بشكل يضمن التوزيع الواسع لفوائد التنمية.

يشار إلى أن هذه الندوة الدولية، التي ينظمها مجلس المنافسة بشراكة مع الإتحاد الأوروبي، تأتي لتسليط الضوء على عدد من القضايا أبرزها تأثير التحول نحو الاقتصاد الأخضر على التنافسية، وتمويل التنمية المستدامة في ضوء التحيز التنافسي، وتأثير التنمية المستدامة على سلاسل الإنتاج العالمي، ورهانات الاستهلاك المسؤول وكذا إشكالية التضخم.

كما يهدف هذا اللقاء الذي عرف حضور وزير الصناعة والتجارة، رياض مزور، ومشاركة رؤساء هيئات المنافسة بعدد من الدول، وكذا ممثلي مؤسسات وطنية ودولية، إلى تقديم الأدوات التي تمكن هيئات المنافسة من المساهمة الفاعلة في تعزيز الإستدامة والوقف عند ممكنات وأساليب تدخل القطاع الخاص في النهوض بها.
