المغرب أكبر بكثير ممن يقودون حكومته وبرلمانه ومجالسه

نعم وألف نعم لتعاقد شعبي حقيقي ومخلص من أجل الافلات من تبعات الإفلاس السياساوي الذي سيطر على السلوك وحطم الآمال وواجهنا بشراسة عبر ضعفنا في التعلم والتمكن المهني والتحكم في سوق تبذير رأسمال الانتخابات. هل لاحظ علماء السياسة أن الشعب المغربي يرفع شعارا واحدا حين يشعر بالظلم أو بخطر داهم. من يستمع إلى نبض هذا الشعب يعرف أن الملك والإنسان محمد السادس دخل في تعاقد إجتماعي مع المغاربة حين كان وليا للعهد. كان يسكن في ضاحية سلا وتحج إليه فئة عريضة ممن يعيشون في وضعية هشاشة. واجه بيروقراطية وزارة الداخلية آنذاك وكان وفيا لوعوده وعهوده. لا أقول هذا تملقا أو طمعا ولكن لشعوري منذ زمان أن الملك، هذا الملك، قوته في فعله وفي ثقة الشعب في مواقفه.
و لما ولي الأمانة الكبرى ، فتح أوراش العدالة الإجتماعية من خلال مؤسسة محمد الخامس للتضامن وقرر إطلاق المبادرة الوطنية للتنمية البشرية. وأستمر الإلتزام إلى أن وصلنا إلى مرحلة إستراتيجية في مجال التغطية الإجتماعية. ولا زال المسار صعبا وخصوصا في مواجهة اقلية من المغاربة التي تعودت على الأخذ وخاصمت العطاء.
تجاوزنا بصعوبة وبنجاح محنة كورونا وواجهنا زلزال الحوز بقيادة ملكية وإرادة شعبية خلاقة. ولكن جزءا من المغاربة الذين تعودوا على استغلال الفرص وتفننوا في كيفية ” اكل لحم الكتف ” لم يستفيقوا بعد من ذلك ” النوم في العسل” الذي صنعوه بالاستفادة من اقتصاد الريع والرشوة واستغلال خيرات الوطن في البر والبحر. شعب هذا البلد ذكي وذو قدرة كبيرة على التمييز بين خادم المغرب وبين من يستغله ويريد به شرا. والشر هنا كبير وخطير وذو آثار على السلم الإجتماعي.
المغاربة صوتوا بأغلبية تكاد تكون اجماعا على دستور 2011 . كثير منهم لم يقرأ مضمون الدستور لأنهم يثقون بكل اطمئنان في إرادة التغيير التي يحملها عاهل البلاد. ثقتهم تعكس رغبتهم في التغيير وفي غد أفضل لهم ولأبنائهم. ولكن الذي جرى بعد اجتياز مرحلة ما سمي ” بالربيع العربي ” أساء إلى روح دستور منفتح وكبير بكل المقاييس. تسلل محترفو سوق التجارة السياسية إلى مراكز القرار في غياب كل الضوابط الاخلاقية والتكوينية. ولم يكن خفيا على أحد على أن ذلك الزمن شهد خلط الأوراق. فأصبح الوطن رهينة بين طبقة سياسية هجينة الفكر والطموح وبين ما تبقى من حركة إسلامية لم تقدم أي مشروع إصلاحي سياسي واقعي. فكان أن تحولت النوايا الحسنة إلى تبنى برنامج هو أقرب لليبرالية منه إلى دعاء، غير مستجاب، من أجل العدالة الإجتماعية. وتكالبت إرادات سيئة من طرف من تحالفوا مع بن كيران ” الخطيب الجهبيذ” لإسقاطه في إطار تواطؤ مع جزء كبير من حزب العدالة والتنمية.
و اليوم تتواصل هيمنة حكومة ما بعد 2011 مع فرق نسبي هو غياب العدالة والتنمية عن البنية الحكومية. ويستمر زخم المطالبين بالتغيير. زادت حدة التكاليف المرتبطة بسوق الطاقة والمواد الغذائية وظلت الحكومة تنظر بمنظار تقنوقراطي يفسر الأزمة ولا يسعى إلى تخفيف آثارها. أغلبية المواطنين لا يعيرون أي إهتمام لتلك الشروحات التي تثقل الزمن الإعلامي عبر تخلف مزمن لقنوات التلفزيون الممول من طرف دافعي الضرائب. وللتذكير، فإن نشرات أخبارنا هي الأولى عالميا من حيث مدة زمن البث المباشر. وكان الله في عون السيدة المكلفة بنشرة الأخبار.
المغاربة يرفعون شعارا واحدا حين يشعرون بالظلم. خلال هذه الأيام التي تعرف ارتكابا لجرائم ضد الإنسانية في غزة، تكاثرت رسائل إعلامية من حي الشوك بطنجة الذي يقطنه الآلاف منذ حوالي 50 سنة. ظهر أن هناك شركة تمتلك الأرض التي بني عليها هذا الحي الكبير. خرجت العائلات إلى الشارع ووقف النساء والرجال والأطفال أمام المحكمة الابتدائية، وقالوا أنهم اشتروا أرضا وحصلوا على كل التراخيص للبناء وحصلوا على الخدمات المتعلقة بالصرف الصحي والماء والكهرباء والإنارة العمومية. وبعد عقود فتح ملف يصفهم بمحتلين لأرض الغير. لن اتجرأ على نقل ما سمعت من ردود فعل خطيرة تبين أن مؤسساتنا المنتخبة والترابية كانت في سبات عميق ونوم في عسل ممزوج بخيرات كبيرة تراكمت لديهم في غياب الرقابة والمحاسبة والاتجار في أصوات الناخبين وهم اقلية فاعلة.
المغاربة أصبحوا أكثر رغبة في فك الارتباط بنخبة أغلبها أمي وأكثرها من ذوي المصالح التي لا تقضى إلا عبر الجلوس على كرسي يتيحه الانتخاب. الكل يعرف أن سوق التزكيات مربح جدا وأن الزعيم المتمكن من إدارة الحزب ينتظر بفارغ الصبر فترة الانتخابات للإفلات من الحاجة إلى المال والرغبة في مراكمته. وهناك زعماء تجاوزوا تخمة الثروات ولكن شهواتهم تزيد مع تزايد قدرتهم على السيطرة على سوق الشغل والمواد الغذائية والعقار والطاقة. والمشكل الأكبر هو تلك المواجهة مع ضعيف التكوين حين يصبح صاحب قرار في الجهة والإقليم والجماعة. أخجل حين يصل شبه متعلم إلى رئاسة جهة ويراكم كل شيء بما في ذلك سخط المواطنين. قد يقول قاءل أن عزوف الأغلبية هو السبب وأكاد أجزم أن الافلات من المحاسبة والعقاب هو أكبر الأسباب.
أظن أن المغاربة يطمحون إلى تعاقد جديد بضمانة عليا تضمن حماية لهم من شراسة من بلغوا الاوج في غياب المراقبة والمحاسبة. قد لا نحتاج لمراجعة الدستور ولكن نحتاج إلى تعاقد كبير لتقوية روابط المواطن بوطنه وإبعاد من يستفزونه بالاغتناء غير المشروع والهيمنة على نمو بلاده بالرشوة وفرض سيطرتهم بإتقان فنون الحرب عبر اللجوء إلى المحاكم. قبل أكثر من عشرين سنة ردد شعب طنجة شعار ” ملكنا واحد محمد السادس ” واليوم يردد الآلاف منهم من سكان حي الشوك أنهم لا يثقون إلا في الملك محمد السادس. نداءهم صادق ولا يمكن أن نحصن بلدنا ضد كل أعداءه بنخبة سياسية ضعيفة تعبث بشؤون المغاربة وتغتني على حساب مصالحهم. منتخبون تم الحكم عليهم استئنافيا لا زالوا خارج أسوار السجن. وآخرون من ذوي الأفعال الاجرامية الأقل أثرا على المجتمع يؤدون ثمن ما اقترفوه. لكل ما سبق تزيد رغبة المغاربة في طلب الحماية من ملك يحمل أمانة عمرها مئات السنين. وهؤلاء على حق لأن زلزلة نخبة عمرت طويلا تحتاج جهدا كبيرا مدعوما بتلك البيعة الكبرى التي يقوم بها المغاربة لتجديد العهد. ثورة الملك والشعب على من يريدون بنا شرا داخليا وخارجيا ضرورة تاريخية في عالم غير آمن.
