الرباط .. هذه توصيات المنتدى البرلماني الدولي للعدالة الاجتماعية
وشدد المشاركون في البيان الختامي الذي توج أشغال هذا المنتدى الذي نظمه مجلس المستشارين والمجلس الاقتصادي والاجتماعي والبيئي تحت الرعاية السامية لصاحب الجلالة الملك محمد السادس، على مركزية الحوار الاجتماعي لتذليل الصعوبات والإكراهات التي قد تحول دون تحقق الهدف المنشود.
وأكد البيان على أن الحوار الاجتماعي يعد شرطا لا محيد عنه لبناء علاقات مهنية واجتماعية قوامها الحوار والتواصل ومراعاة المصالح المتوازنة، تحقيقا لمطلب العدالة الاجتماعية، الذي يعد الهدف الأسمى لتجسيد الدولة الاجتماعية.
وسجل أن بلوغ هذه الغاية، في أبعادها الاجتماعية والاقتصادية والسياسية، مسؤولية مشتركة تتقاسمها كل من الدولة بمنظومتها القانونية وهياكلها الإدارية، والهيئات المنتخبة بمستويها الوطني والمحلي، والشركاء الاقتصاديين والاجتماعيين وفعاليات المجتمع المدني وقطاعات التنشئة الاجتماعية من تربية وتعليم وثقافة وإعلام، كل في مجال اختصاصه وتدخله.
وأوصى البيان الختامي باعتماد مقاربة منهجية فعالة وبديلة تقوم على تجديد دعائم وآليات الحوار الاجتماعي باعتباره مدخلا أساسيا لتحقيق غاية بناء الدولة الاجتماعية في معانيها السامية والإنسانية، مؤكدا على المسؤولية المركزية والمباشرة لأطراف الحوار الاجتماعي الثلاثي في تعبيد الطريق نحو بلورة علاقات اجتماعية متقدمة ومتوازنة ومسؤولة.
كما أوصى بضرورة تشبع أطراف الحوار الاجتماعي، من نخب سياسية واقتصادية واجتماعية، بأخلاقيات تدبير الاختلاف والقبول بالتنازلات المتبادلة وبلورة حلول مبتكرة على قاعدة النفع المشترك، دعما للسلم الاجتماعي وحفاظا على القدرات الانتاجية والاقتصادية للنسيج المقاولاتي، من جهة، وعلى الحقوق والمصالح الحيوية للطبقة الشغيلة من جهة ثانية.
وفي هذا الصدد، أشاد المنتدى البرلماني السادس للعدالة الاجتماعية على أهمية إشراك قوى المجتمع المدني الحية المشهود لها بديناميتها وكفاءتها ومساهمتها الفعالة في ملامسة قضايا الشغل وانتصابها كقوة اقتراحية في مجال إبداع الحلول الملائمة للحفاظ على توازن العلاقات المهنية.
من جهة أخرى، اقترح المنتدى عدد من التوصيات ذات الصبغة الإجرائية والعملية بغية إعطاء زخم قوي لحوار اجتماعي منفتح على الفعاليات المجتمعية ومنخرط في الانشغالات التنموية للبلاد.
وهمت هذه التوصيات ترصيد أشغال ومخرجات الحوار الاجتماعي وتعزيز أسسه التنظيمية بواسطة إحداث مرصد للحوار الاجتماعي تكمن مهمته الرئيسية في تجميع البيانات والمعلومات المتعلقة بالحقل الاجتماعي وتتبعها وتحيينها وجعلها في متناول أطراف الحوار، وتخزين الوثائق المرجعية للحوار، علاوة على اضطلاعه بدور اليقظة الاجتماعية.
كما همت تنظيم منتديات دراسية موضوعاتية جهوية تحت إشراف أطراف الحوار الاجتماعي لاستكشاف الحلول والإجراءات العملية الممكنة للتخفيف من ظواهر التمييز المبني على النوع الاجتماعي في ميدان الشغل وتشغيل الأطفال والحث على توفير العمل اللائق للأشخاص ذوي الاحتياجات الخاصة وإدماجهم في المسلسل الإنتاجي على صعيد المقاولة وعلى مستوى القطاعات الانتاجية.
وطالبت التوصيات كذلك بإحداث آلية للتفكير في شكل مجموعة دراسية مشتركة بين أطراف الحوار وتكليفها بمهمة اقتراح حلول وترتيبات عملية تساعد على إدماج الاقتصاد غير المنظم في النسيج الاقتصادي الوطني، في أفق انتشال فئات عريضة من الأجراء من براثن الفقر والهشاشة الاجتماعية، تعزيزا للسلم الاجتماعي.
كما أوصى المنتدى بإعداد برنامج عملي للتكوين بأدوات وآليات ومصادر تمويل محددة، على المدى القصير، داعيا أطراف الحوار للعمل، على المدى المتوسط، على إحداث معهد خاص بالتكوين في مجال الوساطة والحوار الاجتماعي يكون بمثابة آلية لتغذية الحوار الاجتماعي بشكل منتظم بالكفاءات والخبرات المطلوبة.
وخلصت التوصيات إلى ضرورة إشراك الجامعة ومراكز البحوث في إعداد أبحاث ودراسات تروم رصد تطور الحوار الاجتماعي، ثقافة ومنهجا وسلوكا، لدى الفاعلين الاقتصاديين والاجتماعيين والسياسيين، داعية من جهة أخرى، إلى إحداث جائزة « الشريك الاجتماعي والاقتصادي »، قصد تشجيع المبادرات والمقترحات الصادرة عن المنظمات المهنية والنقابية وكذا المقاولات والمشغلين، الرامية إلى تكريس الحوار الاجتماعي في جميع تجلياته، تجسيدا لقيم المواطنة.
