« التعويض عن فقدان الشغل » موضوع ورشة نقاش من تنظيم المجلس الاقتصادي والاجتماعي والبيئي
في ورشة علمية من تأطير خبراء دوليين، ناقش المجلس الاقتصادي والاجتماعي والبيئي، الخميس الماضي، نتائج مشروع الدراسة المتعلقة بالتقييم الاكتواري لمنظومة التعويض عن فقدان الشغل بالمغرب.
وجرى اٍعداد هذه الدراسة، بناء على استشارات مع مختلف الأطراف المعنية، والاسترشاد بالتجارب والممارسات الدولية، وتهدف إلى تقييم تأثيرات مختلف سيناريوهات الإصلاح المطروحة على مسلسل تعميم منظومة التعويض عن فقدان الشغل في المغرب.
ويرى مجلس الشامي، حسب بلاغ صادر عن المجلس، أن من شأن مخرجات الدراسة أن تسهم بشكل فعال في مشروع الحماية الاجتماعية، الذي يهدف إلى تعميم آلية التعويض عن فقدان الشغل بحلول سنة 2025، طبقا لمقتضيات القانون الإطار المتعلق بالحماية الاجتماعية.
وأوضح المجلس الاقتصادي والاجتماعي، يضيف البلاغ، أن هذه الدراسة أنجزت من قبل خبراء من مكتب العمل الدولي، بمساهمة فعلية من وزارة الاقتصاد والمالية، والصندوق الوطني للضمان الاجتماعي، والمجلس الاقتصادي والاجتماعي والبيئي وفاعلين آخرين معنيين.
وأكد مجلس الشامي، أن الورشة التي نظمها بمقره بالرباط الخميس المنصرم، مكنت من استقاء ملاحظات ومقترحات وإغناءات المؤسسات الرئيسية المعنية بالموضوع، لا سيما ما يتصل بالاستدامة المالية لمنظومة التعويض عن فقدان الشغل. كما سمحت بفتح نقاش حول سبل العمل والتحسين الممكنة من أجل إرساء منظومة حماية اجتماعية فعالة ومستدامة.
وأشار البلاغ أيضا، إلى أن إنجاز هذه الدراسة الاكتوارية يأتي إعمالا لتوصيات المجلس، التي قدمها في تقريره الصادر سنة 2021، والذي يحمل عنوان: « التعويض عن فقدان الشغل: أية بدائل في ضوء مقتضيات القانون الإطار المتعلق بالحماية الاجتماعية؟ ».
