اقتطاعات وصلت الى 3000 درهم تغضب الأمر التربوية
تفاجئت الأمر التربوية بمختلف المديريات الإقليمية من الاقتطاعات التي طالت اجورهم عن شهر يوليوز، والتي وصلت الى 3000 درهم، وفق ما جاء في سؤال كتابي وجهه قال خالد السطي، عضو مجلس المستشارين عن نقابة الاتحاد الوطني للشغل بالمغرب الى وزير التربية الوطنية والتعليم الاولي والرياضة.
واشار خالد السطي في سؤاله الكتابي، أن هذا الاقتطاع أربك السير العادي لحياة هؤلاء الأطر، وأخل بالتزاماتهم الأسرية والصحية وغيرها، مبرزا أن هذا القرار تسبب في احتقان قد ينذر بدخول مدرسي ساخن ابتداء من الشهر المقبل.
وطالب المستشار البرلماني من الوزير بنموسى، بالكشف عن أسباب هذه الاقتطاعات، والتي تتناقض مع المادة 5 من المرسوم 2.22.69، والتي تلزم الإدارة بضرورة عدم المساس بالوضعية الإدارية وتبعاتها المادية في الدرجة والرتبة، والمرسوم رقم 2.92.264 الصادر بتاريخ 1993/5/18 المتعلق بتحديد شروط منح تعويض تكميلي لموظفي الدولة الذين تم تغيير إطارهم، الذي نصت مادته الأولى على إحداث تعويض تكميلي يغطي أي اقتطاع ناتج عن تغيير الإطار والنظام الأساسي العام للوظيفة العمومية.
وتسائل النقابي عن أسباب عدم الإفراج عن ترقية المتصرفين التربويين لسنوات 2021 و2022 أسوة بباقي الفئات بوزارة التربية الوطنية، والإجراءات والتدابير المزمع اتخاذها لتصحيح الوضع وارجاع الأمور إلى نصابها وإنصاف المتضررين.
وكشف المستشار أن المعنيين من الأطر التربوية ضحايا الاقتطاعات، الذين اتصلوا به أغلبهم ممن تغير إطارهم إلى متصرف تربوي بمقتضى المرسوم رقم 2.22.69 الصادر بتاريخ 25 فبراير 2022، وهي الفئة التي راكمت خبرة مميزة بمختلف المهام (مديرين وحراس عامين ونظار بالمؤسسات التعليمية) لعقود.
وأضاف أنه “في الوقت الذي كان رهان هؤلاء من عملية تغيير الإطار هو تصحيح مسارهم المهني وجبر الضرر الذي لحقهم، فإذا بهم يتفاجؤون بإجراءات القهقرة والاقتطاع وتعطيل مسار ترقيتهم في مخالفة لمقتضيات القانون الجاري به العمل”.
