• اتفاق مشترك بين وزارة التربية الوطنية والتعليم الأولي والرياضة ووزارة الاقتصاد والمالية يقضي بتخصيص آلية لدعم ناشري الكتب
لتأمين توفير الكتب المدرسية في الوقت المناسب وبالعدد الكافي في الدخول المدرسي المقبل 2023-2022، وتفاديا لأي زيادة في أسعارها، وسعيا من الحكومة إلى الحفاظ على القدرة الشرائية للأسر المغربية، أصدرت وزارة التربية الوطنية والتعليم الأولي والرياضة ووزارة الاقتصاد والمالية قرارا مشتركا يقضي بتخصيص آلية لدعم ناشري الكتب المدرسية، وذلك بعد سلسلة مشاورات مع لجنة الأسعار المشتركة بين الوزارات .
وبموجب هذا القرار المشترك، وتشجيعا للتمدرس ومحاربة للهدر المدرسي، سيتم منح دعم مالي مباشر لناشري الكتب المدرسية الموجهة إلى المستويات التعليمية بالسلك الابتدائي والثانوي الإعدادي التي يتم إنتاجها خلال سنة 2022، وفق قائمة كتب مدرسية معينة محددة من طرف الوزارة. وقد تم حصر نسبة الدعم في 25 بالمائة
من السعر المخصص لبيعها، على أن يتولى صندوق المقاصة صرف هذا الدعم، وذلك بعد دراسة ملف كل ناشر من طرف الوزارة حسب أعداد الكتب التي قام بطبعها وتوزيعها سنة 2022.
وتهدف هذه الإجراءات إلى ضمان استقرار أثمنة الكتب المدرسية المقررة بمناسبة الدخول المدرسي
2023-2022، علما أن الكتب المدرسية تدخل ضمن قائمة السلع والمنتوجات والخدمات المقننة أسعارها بموجب مقتضيات القانون رقم 12- 104 المتعلق بحرية الأسعار والمنافسة، وكل زيادة غير قانونية تدخل ضمن المخالفات التي يعاقب عليها القانون، نظرا لكون كل تغيير في أثمنتها يخضع لمسطرة خاصة وموافقة الحكومة.
