عبر الغرب عن تخوفاته من الخطوة التى أعلن عليها الرئيس الروسي فلاديمير بوتين والقاضية بمنع تصدير النفط والغاز الروسيين بالدولار أو اليورو، وإلزام الدول غير الصديقة المستوردة بدفع الثمن بالعملة المحلية الروسية « الروبل ».
جاء قرار الرئيس بوتين بهذا الشأن يوم الخميس 24 مارس الحالي، وأعطى مهلة لتنفيذ قراره في غضون أسبوع، وهو ما يعضد توقعات باتجاه نظام عالمي جديد بشأن الأوضاع المالية، بعد أن أشارت وسائل إعلام دولية إلى دراسة السعودية أن يكون اليوان الصيني هو عملة التبادل لجزء من صادراتها النفطية للصين.
القرار أحدث جلبة في الأوساط العالمية، وفتح باب التوقعات بإرهاصات ميلاد نظام مالي عالمي جديد، يزيح الدولار وسيطرته الممتدة على الاقتصاد العالمي منذ منتصف القرن الـ20، ويتوقف ذلك على مدى قدرة روسيا على إنفاذ قرار بوتين.
فبوتين لم يلوح بورقة الروبل لتسوية المعاملات الخاصة بصادرات بلاده من النفط والغاز، بل سارع باتخاذ القرار، وحدد مدة أسبوع لإنفاذه، وهو أمر قد يؤدي به لنصر كبير، إذا نجح في تحقيقه، وقد يخسف به سياسيا واقتصاديا إذا أخفق في تنفيذه.
