فضيحة..تفويت أرض بقيمة مالية زهيدة بالمنتزه السياحي توبقال
صدر صباح اليوم الاثنين عبر الجريدة الرسمية قرار يقضي بإجراء مقايضة عقارية بمعدل للقطعة الأرضية التابعة للملك الغابوي موضوع الرسم العقاري 22407/65، البالغة مساحتها 6000 م، والواقع بجماعة أسني بإقليم الحوز، مقابل القطعة الأرضية المقترحة من طرف شركة ملجأ توبقال الموفلون البالغة مساحتها 1 هكتار و49 آرا و60 سنتيارا، موضوع الرسم العقاري عدد 26412/65 بإقليم الحوز.
وتضمن القرار رسم حدود القطعتين الأرضيتين المذكورتين في التصميمين التجزيئيين المضافين إلى اصل هذا المرسوم، مع أن الزام شركة مجأ توبقال الموفلون بعدم اجراء اي تغيير في طبيعة ومكونات المشروع، نظرا لتموقعه داخل مجال المنتزه الوطني لتوبقال، كما ستدفع الشركة إلى صندوق إعادة توظيف املاك الدولة (سطر مياه الغابات) معدات قدره 4000 درهم، الذي يمثل الفرق في القيمة التجارية للقطعتين الأرضيتين المعنيتين بالمقايضة العقارية.
وتفاجأت ساكنة أسني وكذا الفعاليات السياحية من القرار، وذلك بالنظر إلى تفويت الارض بمبلغ زهيد مقارنة بالقيمة العقارية للأراضي المتواجدة بالمنتزه السياحي توبقال، إضافة إلى مقايضتها بأرض المستثمر المذكور، التي لا تتجاوز قيمتها العقارية 10 ملايين سنتيم، والتي تبلغ مساحتها 700 متر.
واستغرب أحد المهتمين بالشأن المحلي بجماعة أسني من هذا القرار الذي اعتبره غير مفهوما، مشيرا أن الأراضي المتواجدة بالمنتزه السياحي توبقال تعتبر ملكا عموميا لا يجوز تفويته النهائي، حيث يمكن قبول فقط استغلاله المؤقت، كما أضاف أن القيمة العقارية للمنطقة تتجاوز 20 ألف درهم للمتر، متسائلا عن السبب وراء تفويت إحدى الاراضي البالغة مساحتها 6000 متر مقابل 4000 درهم فقط للمتر.
كما عبر أحد المرشدين السياحيين عن امتعاضه من القرار، حيث كشف أن استغلال الارض التي تم تفويتها من أجل تشييد فندق مصنف، سيتسبب في اغلاق بعض الممرات المؤدية إلى جبل توبقال، ما سيعرقل عمل المرشدين، إضافة إلى كونه سيؤثر سلبا على الرواج الاقتصادي بمنطقة إمليل.
وربط موقع « مراكش7 » الاتصال بأحد المسؤولين بجماعة أسني، حيث تفاجأ من التفويت الذي اعتبره فضيحة لا يمكن أن تمر دون الوقوف عندها، مشيرا أن الجماعة سبق وأن تقدمت بطلب قبل سنوات من أجل الاستفادة المؤقتة من إحدى الاراضي بمنتزه توبقال السياحي، من أجل تشييد فندق صغير، لكي يدر مداخيل على الجماعة، لكن الطلب قوبل بالرفض، قبل أن تباغت المديرية الجهوية لوزارة الفلاحية بتفويت الارض لأحد المستثمرين دون علم المجلس الجماعي.
