تخفيف العبء الضريبي لتشجيع السكن الاجتماعي

يتضمن قانون المالية لـ2021 تدابیر مشجعة لقطاع السكن، بهدف تیسیر حصول الفئات الاجتماعیة المختلفة على السكن من جھة، وتعزیز دینامیة السوق العقاریة من جھة أخرى.
وحسب بلاغ وزارة إعداد التراب الوطني والتعمير والإسكان وسياسة المدينة، يأتي إدراج قطاع السكن في قانون المالية للسنة المقبلة، في ظل الأداء الإيجابي الذي سجله القطاع خلال النصف الثاني من 2020، ومن أجل وضع الآليات الأساسية لتحقيق انتعاش دائم ومتكامل للقطاع، وفقا للتعليمات السامية للملك محمد السادس.
وفي هذا الصدد، نص قانون المالية لـ 2021 على تمديد التدبير الخاص بتخفيض رسوم التسجيل العقارية، والوارد في قانون المالية المعدل لـ 2020 وذلك بنسبة 100 في المائة في ما يخص البيع الأول للسكن الاجتماعي والسكن ذي القيمة المخفضة (140 ألف درهم)، وبنسبة 50 في المائة في ما يخص الأراضي الشاغرة المخصصة لبناء سكن أو المباني السكنية، على ألا يتجاوز الثمن الإجمالي أربعة ملايين درهم. وستكون هذه التخفيضات سارية المفعول إلى حدود 30 يونيو المقبل.
وأوضح بلاغ الوزارة، أن هذه الإجراءات ترمي إلى تخفيف العبء الضريبي عن المشترين، وتنمية المعاملات العقارية المتعلقة بقطاع الإسكان. ومن أجل تنويع العرض السكني ودعم مسار الأسر وخاصة الأسر الشابة، والسماح لها بالحصول على سكن مناسب.
