وجه النائب البرلماني عبد اللطيف الزعيم سؤالاً شفوياً إلى وزيرة الاقتصاد والمالية، حول نجاعة الإعفاء الضريبي في التخفيف من العبء المالي على الأسر المغربية بشأن أسعار الكتب المدرسية، مع حلول الموسم الدراسي الجديد.
وأشار الزعيم إلى أن الدعم الحكومي الذي أعلنته وزارة التربية الوطنية والتعليم الأولي لصالح الناشرين بمناسبة الدخول المدرسي الحالي لم ينعكس بشكل ملموس على أسعار الكتب المدرسية، مما أدى إلى استمرار ارتفاعها وزيادة الضغط المالي على الأسر المغربية. وأوضح أن العديد من الأسر كانت تأمل أن يؤدي هذا الإعفاء الضريبي إلى خفض الأسعار، وهو الأمر الذي لم يتحقق على أرض الواقع، حيث تم تسجيل زيادات جديدة في الأسعار.
وأكد النائب أن هذا الوضع يأتي في سياق اقتصادي صعب تعاني فيه الأسر المغربية من التضخم وارتفاع تكاليف المعيشة، مما يزيد من الضغوط المالية على الأسر التي تجد نفسها مجبرة على توفير الكتب واللوازم المدرسية رغم محدودية ميزانياتها، وهو ما ينعكس سلباً على وضعها النفسي والاجتماعي.
وأمام هذا الواقع، تساءل النائب البرلماني عن فعالية الإعفاء الضريبي المعلن ومدى قدرته على تحقيق الأهداف المرجوة منه، رغم التدابير الحكومية المتخذة لدعم القدرة الشرائية للمواطنين المغاربة. كما دعا إلى البحث عن حلول بديلة تضمن استفادة الأسر من هذه الإجراءات على أرض الواقع.
وختم الزعيم سؤاله بطلب توضيح من السيدة الوزيرة حول الإجراءات والتدابير التي ستتخذها الحكومة لمعالجة هذه الإشكالية، في إطار التخفيف من العبء المالي على الأسر المغربية وتيسير الوصول إلى الكتب المدرسية بأسعار مناسبة.
