الملك يترأس توقيع برنامج الماء الشروب والسقي
ترأس الملك محمد السادس، مرفوقا بولي العهد الأمير مولاي الحسن، اليوم الاثنين بالقصر الملكي بالرباط، حفل توقيع الاتفاقية الإطار لإنجاز البرنامج الوطني للتزويد بالماء الشروب ومياه السقي 2020-2027، الذي يكلف استثمارات بقيمة 115،4 مليار درهم.
وتحدد هذه الاتفاقية شروط وكيفية تنفيذ وتمويل إنجاز هذا البرنامج، الرامي إلى دعم وتنويع مصادر التزويد بالماء الشروب، ومواكبة الطلب على هذا المصدر الثمين، وضمان الأمن المائي، والحد من آثار التغيرات المناخية.
وبهذه المناسبة، ألقى وزير التجهيز والنقل واللوجستيك والماء عبد القادر اعمارة كلمة بين يدي الملك، أكد فيها أن هذا البرنامج المندمج والذي تم إعداده طبقا للتوجيهات الملكية السامية أخذا بعين الاعتبار الوضعية الهيدرولوجية للمملكة والدراسات المتوفرة حول هذه الإشكالية، يرتكز على خمسة محاور أساسية.
ويتعلق الأمر، حسب اعمارة، بتنمية العرض المائي لاسيما من خلال بناء السدود (61 مليار درهم)، وتدبير الطلب وتثمين الماء خاصة في القطاع الفلاحي (25،1 مليار درهم)، وتقوية التزويد بالماء الصالح للشرب بالوسط القروي (26،9 مليار درهم)، وإعادة استعمال المياه العادمة المعالجة لسقي المساحات الخضراء (2،3 مليار درهم)، والتواصل والتحسيس من أجل ترسيخ الوعي بأهمية الحفاظ على الموارد المائية وترشيد استعمالها (50 مليون درهم).
وأبرز الوزير أن تمويل هذا البرنامج محدد ومضبوط تساهم فيه ميزانية الدولة بنسبة 60%، و39% من طرف الفاعلين المعنيين، إضافة إلى اعتماد شراكة بين القطاعين العام والخاص.
وأشار إلى أن التتبع والسهر على تنفيذ مقتضيات البرنامج ستضطلع بهما اللجان المشتركة المتمثلة في لجنة للقيادة يرأسها رئيس الحكومة، ولجنة تقنية يرأسها وزير التجهيز والنقل واللوجستيك والماء، بالإضافة إلى تشكيل لجان على الصعيد الجهوي يرأسها ولاة الجهات.
وفي موضوع تحسين العرض المائي، أكد اعمارة أن البرنامج يتوخى تعزيز الرصيد الوطني بإنجاز 20 سدا كبيرا بسعة 5.38 مليار متر مكعب، بكلفة إجمالية تبلغ 21.91 مليار درهم، لافتا إلى أن إنجاز هذه السدود سيمكن من بلوغ سعة تخزين إجمالية تقارب 27.3 مليار متر مكعب.
من جهة أخرى، أكد الوزير أنه تم جرد حوالي 909 موقعا مؤهلا لإنجاز سدود صغيرة وتلية بها تشمل مجموع التراب الوطني، مذكرا أن المملكة تضم حاليا 130 سدا صغيرا، بالإضافة إلى وجود 20 سدا من هذه الفئة قيد الإنجاز.
وأبرز أن تعزيز العرض المائي يشمل كذلك، استكشاف المياه الجوفية من أجل تعبئة موارد مائية جديدة، وإنجاز محطات لتحلية مياه البحر لتنضاف إلى المحطات المتواجدة بكل من مدن العيون، وبوجدور وطانطان، ومركز أخفنير.
وذكر اعمارة في هذا الخصوص، أن محطتين توجدان قيد الإنجاز بأكادير والحسيمة، فيما تمت برمجة ثلاث أخرى بكل من الدار البيضاء، وآسفي والداخلة.
وفي كلمة مماثلة بهذه المناسبة، أكد وزير الفلاحة والصيد البحري والتنمية القروية والمياه والغابات عزيز أخنوش أنه وتنفيذا للتعليمات الملكية، خاصة في ما يتعلق بمواصلة برنامج اقتصاد الماء في المجال الفلاحي، فإن شق التزويد بماء الري سيتدخل إجمالا على مساحة 510 ألف هكتار، لفائدة 160 ألف من الفلاحين.
وأوضح أخنوش أن هذا الشق الذي رصد له غلاف مالي إجمالي يبلغ 14,7مليار درهم، يتمحور حول أربعة مكونات، حيث يروم بالخصوص متابعة إنجاز البرنامج الوطني للاقتصاد في ماء السقي بتكلفة تقدر بـ9,5 مليار درهم، مشيرا إلى أنه يستهدف أيضا تحويل واستبدال نظم الري التقليدية بالري الموضعي، وذلك انطلاقا من النتائج الجد مشجعة التي تم تسجيلها منذ انطلاق مخطط المغرب الأخضر، والتي مكنت من رفع المساحات المجهزة بالري بالتنقيط على الصعيد الوطني إلى حوالي 585.000 هكتار، مع تسجيل آثار جد إيجابية همت أكثر من 100.000 فلاح.
وأشار الوزير في هذا الصدد إلى أنه ينتظر برمجة مساحات إضافية تشمل 350 ألف هكتارl في إطار البرنامج الوطني للتزويد بالماء الشروب ومياه السقي 2020-2027. ويتعلق الأمر أيضا بإنقاذ الأراضي المسقية بسهل سايس، ومتابعة تنمية وعصرنة دوائر الري الصغير والمتوسط، وإطلاق مشروع التجهيز الهيدروفلاحي للمنطقة الجنوبية الشرقية من سهل الغرب.
من جهته، أكد وزير الداخلية عبد الوافي لفتيت أن البرنامج الوطني للتزويد بالماء الشروب ومياه السقي يرمي أيضا إلى تعميم التزويد بالماء الصالح للشرب بالوسط القروي والقضاء على الهشاشة التي تعرفها بعض المناطق خصوصا خلال فترات الجفاف.
وأوضح أن الإجراءات المتعلقة بهذا المحور تتوزع ما بين المراكز القروية، حيث سيتم برمجة 659 مركزا بكلفة 5 ملايير درهم، مما سيمكن من تعميم الإيصالات الفردية لجميع المراكز القروية.
كما تهم هذه الإجراءات، يضيف الوزير، الدواوير حيث سيتم برمجة 7876 دوارا بكلفة تقدر ب 9,68 مليار درهم، مما سيمكن من تعميم التزويد بالماء الصالح للشرب لجميع دواوير المملكة. وبخصوص الاقتصاد في الماء الصالح للشرب، أبرز لفتيت أن هذا المحور يهدف إلى تحسين مردودية شبكات التوزيع بالمدن والمراكز الحضرية بنسبة 78 بالمائة في أفق 2027، مما سيمكن من اقتصاد ما مجموعه 207 مليون متر مكعب من الماء، وترشيد كلفة الاستثمارات الخاصة بالمنشآت والتجهيزات المائية، وكذا ضمان استمرارية التزود بالماء الشروب وتحسين جودة الخدمات. أما في ما يتعلق بإعادة استعمال المياه العادمة المعالجة، فقال وزير الداخلية إنه تم اعتماد برنامج وطني مندمج للتطهير السائل بالعالم الحضري والقروي وإعادة استعمال المياه العادمة المعالجة، يهدف إلى مواصلة إنجاز مشاريع التطهير السائل لفائدة 128 مدينة ومركز حضري، وتجهيز 1207 مركزا قرويا بشبكات الصرف الصحي، إضافة إلى إعادة استعمال المياه العادمة المعالجة لسقي المساحات الخضراء.
وأكد أن الشطر الأول من هذا البرنامج سيمكن من تعبئة 100 مليون متر مكعب سنويا في أفق سنة 2027 وذلك من خلال إنجاز 87 مشروعا، منها 22 مشروعا لسقي ملاعب الكولف.
وترأس الملك حفل توقيع الاتفاقية الإطار لإنجاز البرنامج الوطني للتزويد بالماء الشروب ومياه السقي 2020-2027.
