الملك محمد السادس: إشكاليات البيئة والتنمية المستدامة أضحت تشكل أحد الرهانات الكبرى التي تواجه العالم
أكد الملك محمد السادس أن إشكاليات البيئة والتنمية المستدامة أضحت تشكل أحد الرهانات الكبرى التي تواجه العالم، محذرا من المخاطر المحدقة بكل بلدان المعمور، خاصة الهشة منها.
وأوضح الملك في الرسالة التي وجهها إلى المشاركين في أشغال المؤتمر الإسلامي الثامن لوزراء البيئة، التي انطلقت اليوم الأربعاء في الرباط، أن العديد من الدراسات والأبحاث الدولية أظهرت استنزافا غير مسبوق للثروات الطبيعية، وارتفاعا مهولا في نسبة التلوث، واختلالا عميقا للتوازن البيئي على الصعيد العالمي.
وقال الملك محمد السادس في هذه الرسالة، التي تلاها وزير الثقافة والاتصال محمد الأعرج، إن هذه الوضعية المقلقة والخطيرة التي تعيشها الأرض، اليوم، تترتب عنها آثار سلبية واضحة من الناحية الاقتصادية والاجتماعية والصحية، كما لا الحدود السياسية ولا الجغرافية تقف أمام تأثيراتها السلبية.
وشدد على أن التصدي لهذه المشاكل لا يمكن أن يتم إلا في إطار تعاون وطيد بين الدول، ذلك أنه "ليس بمقدور أي دولة بمفردها، مهما بلغت إمكاناتها، مواجهة هذه المشاكل"، مبرزا أن "هذا المؤتمر يشكل فرصة من أجل تقييم الجهود المبذولة في هذا المجال، وتنسيق التعاون والشراكة بين كل الفاعلين، بما يمكن من تحقيق الأهداف المتوخاة، بما يعود بالنفع على مستقبل بلداننا وشعوبنا كافة".
وذكر الملك محمد السادس بانخراط المغرب في مسلسل التعبئة الجماعية، وطنيا ودوليا، منتهجا سياسة إرادية للحفاظ على البيئة، تقوم على تجنيد الطاقات وتكريس الجهود لفائدة تنمية مستدامة تجعل من البيئة ركيزة أساسية؛ وذلك من خلال إدماج البعد البيئي في مختلف الإستراتيجيات القطاعية والمخططات التنموية.
كما ورد في الرسالة ذاتها أن المملكة عملت على دسترة الحق في البيئة، ما يشكل خطوة إضافية أكدت على التزام المغرب الجاد من أجل الحفاظ على البيئة، مشيرا إلى أنه "بالموازاة مع ذلك تعزز انخراط المغرب في مسار تسريع تنزيل الأهداف الأممية للتنمية المستدامة 2030 من خلال اعتماد الإستراتيجية الوطنية للتنمية المستدامة، وفق مقاربة تشاركية، تدمج الأبعاد الاقتصادية والاجتماعية والبيئية وترتكز على مرجعيات واضحة دستوريا وقانونيا".
وأوضح الملك محمد السادس، في هذا الصدد، أنه في إطار تنفيذ هذه الإستراتيجية تم وضع إطار للحكامة واعتماد مجموعة من المخططات القطاعية للتنمية المستدامة، بهدف تعزيز الانتقال نحو الاقتصاد الأخضر في أفق 2030. وشدد على أن تحقيق أهداف هذه الإستراتيجية يظل رهينا بانخراط كافة مكونات المجتمع، من خلال تحول ثقافي عميق، أساسه تنمية الوعي البيئي، والنهوض بالتربية على البيئة، خاصة لدى الأجيال الناشئة، وترسيخ ثقافة التنمية المستدامة، عبر إدراجها في برامج التربية والتعليم والتكوين.
وتابع صاحب الجلالة: "ينبغي تعزيز ذلك باعتماد برامج عمل للتحسيس والتواصل والتربية البيئية لتنمية السلوكيات الفردية والجماعية، التي تتوافق مع مستلزمات حماية البيئة، تماشيا مع قيم ومبادئ ديننا الإسلامي الحنيف"، مشيرا إلى أن المملكة المغربية، وعيا منها بضرورة تحقيق التكامل بين مختلف أجندات العمل الدولية، الهادفة في مجملها إلى مكافحة التغير المناخي، ما فتئت تعمل على ملاءمة مساهمتها المحددة وطنيا للتقليص من انبعاثات الغازات الدفيئة مع أهداف التنمية المستدامة.
وذكر جلالة الملك، في هذا الصدد، بإحداث مركز الكفاءات للتغير المناخي، وسعي المملكة إلى خفض انبعاثاتها من الغازات الدفيئة بنسبة 42 في المائة.
من جهة أخرى، أكد صاحب الجلالة الملك محمد السادس أن المغرب شرع في تنفيذ إحداث الأكاديمية الإسلامية للبيئة والتنمية المستدامة، باعتبارها مشروعا معرفيا مشتركا وطموحا يهدف إلى تعميق التفكير العلمي الدقيق؛ وأشار جلالته إلى أن هذه الهيئة تسعى، أيضا، إلى تحقيق الريادة المطلوبة في مجال التنمية المستدامة، مع الحرص على اعتماد مناهج العمل المستوحاة من الثقافة الإسلامية الأصيلة لاستخدام موارد الأرض.
وشدد جلالة الملك على ضرورة اتخاذ الإجراءات اللازمة من أجل أن تكون هذه الأكاديمية مؤسسة تابعة لمنظمة التعاون الإسلامي، وهو ما سيمكنها، يضيف، "من تسخير آليات التعاون الدولي اللازمة لتطوير أدائها، وتفعيل دورها داخل هذه المنظمة، في إطار تفاعلها مع باقي الهيئات الإقليمية والدولية المهتمة".
