وقد عرف اللقاء، الذي أقيم بالقاعة الكبرى بمقر الولاية حضور كل من والي الجهة، والوالي المدير العام للجماعات المحلية، و الخازن العام للمملكة، وعمال أقاليم الجهة، ورؤساء المجالس المنتخبة، ورؤساء المصالح اللاممركزة، و المقاولين و الفاعلين الاقتصاديين.
ويندرج هذا اللقاء، الذي نظم بتنسيق بين المديرية العامة الجماعات المحلية والخزينة العامة للمملكة، في إطار التعليمات السامية لصاحب الجلالة، الواردة في الخطاب السامي للذكرى 65 لثورة الملك والشعب، حينما قال "يتعين على الإدارات العمومية وخاصة الجماعات الترابية، بأن تقوم بما في ذمتها من مستحقات إتجاه المقاولات، ذلك أن أي تأخير قد يؤدي إلى افلاسها، مع ما يتبع ذلك من فقدان مناصب الشغل".
