الفعل النقابي..من سوء الارتهان الى تحدي الرهان !!!!

في الحقيقة ليس لوحده المخزن والادارة من يشكلان خصما عنيدا وابديا للفعل النقابي ويخططان بشكل مستمر من اجل ترويضه ان لم نقل تدجينه.واحايين اخرى اضعافه ان لم نقل اختراقه ونسفه من الداخل. وهذه الاستراتيجية تبقى واقعا لاجدال فيه مادام الفعل النقابي كائنا حيا و مزعجا يقض مضجع لوبيات الفساد ومدافعا شرسا حاضرا بقوة في الساحة و لصيقا بهموم الشغيلة وفيا لنبضها يصنع الفعل ويبدع فيه لايتوان في كل لحظة من اجل فتح نوافذ امل للمحرومين والمقهورين وللذين وقعوا ضحايا تدبير ارتجالي يعصف في كل لحظة بحقوق الشغيلة تحت سطوة القوانين الجائرة المحتكرة للتنزيل والتاويل. لكن هذه الفرضية التي رهنت كشعار الاشتغال في الميدان واصبحت حجة ومنفذا للهروب من مسؤولية تردي هذا الوضع لم تعد لوحدها تصمد امام هذا الواقع المتفكك والذي يمر بالاساس من مطبات داخلية متعددة وعلى راسها، في كل محطة تنظيمية يرفع فيها شعار الديمقراطية الا وتدق طبول حرب الانشقاق وترتفع اصوات تشجب هنا وتندد هناك وكل طرف يطعن في الاخر ويحتكر الشرعية لنفسه لا لغيره. ومن هنا اصيب الفعل النقابي بالضعف والهوان. الركود النقابي ليس هدنة مؤقتة من اجل استقراء الواقع للبحث عن بدائل تعيد له وهجه وبريقه .انه تواطؤ له كلفته وثمنه. هناك من القضايا النقابية مايستعمل في صفقات سرية يتم معها هدرالرصيد وحرق الاوراق وتبرز من جديد جدلية السياسي والنقابي والعلاقة مع المخزن وتختلط الاوراق. مع كامل الاسف لازالت الصورة لم تتضح بعد بما يساهم في الفصل المنهجي بين الاثنين والحال ان النتيجة النهائية الخاسر فيها دائما النقابي.
لم نعد نسمع عن المبادرات النضالية النوعية المجالية المؤثرة الا نتفا ناذرة في بعض المناطق التي ظلمتها المنهجيات وعانت من تحكم المركز. النضال الصاعد والهابط المتفاعل افقيا وعموديا مع الاحداث بحس استباقي لم نعد نسمع له حس ولا اثر. قلبنا المقاربة راسا على عقب واصبح الكل ينتظر القرار من الفوق وعوض ان تجتهد القواعد في فرض اجنداتها وقرارات نابعة من المعاناة والواقع في محاولة لتحرير الارادة والقرار ولجعل اللاتمركز شعار المرحلة فوضنا كل الامور في حياد سلبي واكتفينا بكيل كل انواع النقذ والاحتجاج وارتضينا هذا الدور واعتبرناه نوعا من النضال يحمل في احشائه وصاية تقتضي التحرر منها بنضج عالي ومسؤولية مكتملة.
الفعل النقابي الجاد المسؤول والملتزم هو القادر على صناعة الحدث وتسجيل موقف بحياد تام بعيدا عن الديماغوجيا ومجسرا للعلاقة مع الشغيلة بنوع من الوضوح الذي يؤطر لا ان يكتفي بدور المتلقي للفعل كي يمارس بعد ذلك ردود الفعل . ولا مرتهنا بقرار خارجي ، ينتظر ان تحركه "تيليكوموند ".
