قال لحبيب المالكي، رئيس مجلس النواب، إن تخليق العمل البرلماني رهين بربط المسؤولية بالمحاسبة، وذلك من خلال اعتماد دليل، وهو مدونة السلوك والأخلاقيات البرلمانية، وتم وضع آلية خاصة لمراقبة حضور النواب، إعمالا لمقتضيات القانون الداخلي.
وعقد الحبيب المالكي، رئيس مجلس النواب، لقاءً صحافيا تواصليا، جمع فيه ممثلي وسائل الإعلام، بمناسبة اختتام الدورة الأولى من السنة التشريعية، 2018-2019، اليوم الإثنين، بمقر مجلس النواب، لاستعراض حصيلة المجلس، والتفاعل مع أسئلة واستفسارات الصحافيين.
وأشار المالكي، في كلمته، إلى أن هذا اللقاء يعتبر تكريسا للتواصل مع وسائل الإعلام، "التي نقدر دورها عاليا" حسب تعبيره، رغم أن بعضهم يتعارض مع توجهات المجلس، وذلك راجع لاختلاف وجهات النظر والمنطلقات.
وأكد المتحدث أن المجلس عمل على خلق توازن بين الوظائف التشريعية والوظائف الرقابية، كما عزز آلية التتبع البعدي للقوانين بعد إصدارها، ودراسة أثرها على أرض الواقع، وهو ما يندرج في سياق التحول العالمي لوظائف البرلمانات الديمقراطية.
وشدد المالكي على أن التنسيق مع الحكومة في مجال التشريع، قطع أشواطا لابأس بها، منبها إلى أنه يجب الاشتغال أكثر على تفعيل المقترحات التشريعية للنواب.
وبخصوص الدبلوماسية البرلمانية، قال المالكي إنها مبنية على اختيارات السلم والاعتدال والتوازن، وجعل الرؤية المغربية حاضرة في النقاش الدولي المؤسساتي، والاهتمام بالبعد الإفريقي خاصة في مجال التشريع.
