ارتفاع عدد منح قطاع التكوين المهني…وأمزازي مرتاح لحصيلة القطاع
أكد وزير التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي، سعيد أمزازي، يوم امس الخميس بالرباط، أن عدد منح قطاع التكوين المهني سجل ارتفاعا بنسبة 177 بالمئة بين 2018 و2019. كما أبدى أمزازي في ندوة صحفية لتقديم الحصيلة المرحلية لتنزيل الرؤية الاستراتيجية 2015-2030 ، والأوراش ذات الأولوية برسم السنة المالية 2019، ارتياحه لحصيلة القطاع ونتائجه الجيدة، والتي تجلت أساسا في فتح 27 مؤسسة معتمدة للتكوين بين 2015 و2018 وفي تزايد عدد الخريجين بنسبة 7 بالمئة خلال الفترة ذاتها، مجددا في سياق آخر حرص الوزارة على تثمين المسار المهني لدى التلاميذ من خلال تمكينهم من استدامة التعلم وبناء المشروع الشخصي والاندماج.
وأكد الوزير أن من جملة التدابير المتخذة في هذا الإطار، إقرار نظام ناجح ونشيط للتوجيه المبكر من خلال إعداد 11 دعامة تخص 12 مهنة و4 قطاعات، وإحداث مراكز جديدة للتوجيه الوظيفي داخل ثلاثة مراكز للتكوين بكل من مراكش وطنجة والدار البيضاء والتي بلغ عدد المستفيدين منها مايزيد عن 105 ألاف ، مشيرا إلى أنه بإمكان خريجي التكوين المهني من مستوى التقني المتخصص اجتياز مباريات الإجازة المهنية ومباريات ولوج المؤسسات الجامعية.
وبشأن تطوير النظام البيداغوجي، أوضح الوزير أنه تم تعميم المقاربة بالكفايات كمرجعية لهندسة التكوين، وتفعيل الإطار الوطني للإشهاد، وكذا إرساء نظام وطني لتقييم المتدربين يرتكز على الكفاءات، لافتا إلى أنه سيتم تعزيز التمكن من اللغات الأجنبية من خلال تخصيص ستة أشهر لتلقينها، من خلال توفير مكونين متخصصين، وعبر إطلاق منصة إلكترونية خاصة باللغات، وإدراج الثقافة المقاولاتية كآلية ناجعة لتحسين قابلية التشغيل، وتقوية الكفاءات العلمية الأساسية من خلال إدراج تقنيات الإعلام والتواصل بمختلف البرامج والشعب ومستويات التكوين.
وأضاف أن إعادة هيكلة شعب التكوين المهني تروم تطوير تكوينات جديدة في القطاعات والمهن الواعدة، وتأهيل الفضاء المقاولاتي عبر إحداث معهد لتكوين الأطر المتوسطة والمبادرات المقاولاتية بمدينة الدار البيضاء، الغرض منه تقوية تنافسية المقاولات وخلق الحس المقاولاتي لدى خريجي التكوين المهني، مشيرا إلى إحداث معهدين للتكوين المهني في المهن الطبية بكل من الدار البيضاء والرباط، بشراكة مع وزارة الصحة ومكتب التكوين المهني وإنعاش الشغل.
وللرفع من جودة التكوين المهني عملت الوزارة على تعزيز قدرات الأطر الإدارية والبيداغوجية من خلال بلورة 12 مرجعية خاصة بمهن التكوين كما ستعمل على إحداث المعهد الوطني لتكوين المديرين والمكونين والأوصياء والبحث في هندسة التكوين بتامسنا، والتعميم التدريجي للنظام المندمج لتقييم التكوين المهني والذي انطلقت عمليته الأولى بـ 250 مؤسسة تابعة للقطاعين العام والخاص.
وتفعيلا للرافعة المتعلقة بالانخراط في اقتصاد ومجتمع المعرفة، وفي إطار إدماج تكنولوجيا المعلومات والاتصال في العملية التربوية، أشار الوزير إلى النتائج الإيجابية التي تم تحقيقها، والتي تمثلت أساسا في تجهيز 87 بالمئة من المؤسسات التعليمية بالتجهيزات المتعددة الوسائط، وكذا نسبة تغطية المؤسسات التعليمية بالأنترنيت والتي بلغت 85 بالمائة.
على صعيد آخر، قامت الوزارة، حسب السيد أمزازي، بإعادة هيكلة البنيات الجهوية والإقليمية المكلفة بالتوجيه المدرسي والمهني، وكذا إقرار مسطرة جديدة للتوجيه المهني تستهدف جميع المسارات المهنية بالتعليم الثانوي بسلكيه، ووضع الخطوط العريضة لمسطرة خاصة بالتوجيه النشيط لما بعد البكالوريا والصيغة الأولية للمسطحة الإلكترونية المصاحبة.
كما تم الشروع في رقمنة مسطرة التوجيه المدرسي والمهني عبر منظومة مسار، وإجراء تجريب محدود لبعض مكونات المسحطة الخاصة بهذه العملية، مشددا على تقوية آليات التواصل المجتمعية من خلال صياغة استراتيجية وطنية للتواصل والتعبئة حول المدرسة المغربية، وإعداد وتنزيل مخططات تواصلية لمواكبة تنزيل مشاريع الرؤية الاستراتيجية، على أن يتم خلال سنة 2019 تعزيز قدرات المسؤولين عن تدبير مجال التواصل مركزيا وجهويا وإقليميا، من خلال وضع برنامج للتكوين المستمر، إلى جانب تعزيز الشراكات مركزيا وجهويا وإقليميا وتقوية برامج التعاون الدولي وتعزيز العلاقة مع ممثلي الأسر.
