عون سلطة وموظف بملحقة إدارية بمراكش يفرضان أداء مقابل لملئ استمارة راميد

علم موقع مراكش 7، ان نقاشا حادا حصل يوم أمس الاربعاء 05 دجنبر 2018، بين مواطن من جهة وعون سلطة وموظف من جهة ثانية، وذلك بإحدى الملحقات الادارية التابعة لمقاطعة المنارة مراكش.
وحسب مصادرنا، فإن المواطن المذكور كان ينتظر دوره بين طوابير المواطنين الذين يرغبون في اعداد بطاقة الراميد في الملحقة الادارية المذكورة، وذلك الى ان حل دوره، حيث قدم جميع الوثائق اللازمة لاعداد هاته البطاقة، الى جانب الاستمارة التي تقدمها المصالح المعنية لهذا الغرض، والتي لم يتمكن المعني بالأمر من ملئها، وذلك لعدم تمكنه من الكتابة، وهو الشيء الذي استغله احد الموظفين الذي كان بمعية عون سلطة، حيث فرض على ذاك المواطن اداء مبلغ 20 درهم كمقابل لملئ تلك الاستمارة، وهو الشيء الذي لم يتقبله المذكور، ليصرخ انه لا يمتلك ذاك المبلغ، وانه لن يقدم اية رشوة، وهو ما جعل الثلاثة يدخلون في نقاش حاد، الى ان تدخل اشخاص اخرون لحل الأمر.
واضاف مصدرنا، على ان معظم المواطنين الذين يرغبون في بطاقة الراميد يؤدون مبالغ ابتداء من 20 درهم لذاك الموظف والعون، وذلك من أجل ملئ الاستمارة الخاصة بهاته البطاقة، حيث يستغل الاثنين عدم تمكن بعض من المرتفقين من الكتابة، لتجميع تلك المبالغ.
وتجدر الاشارة، الى انه ومنذ الاعلان على تعميم برنامج "تيسير" ليشمل حتى الذين يدرسون بالمستوى الاعدادي والثانوي بالمجال الحضري، ومصالح اعداد بطاقة راميد تعرف اقبالا كبيرا من طرف المواطنين، وخاصة من الطبقة الهشة.
