من مراكش جامعة التنمية الاجتماعية تسلط الضوء على التشغيل الجمعوي
ينظم مركز الدراسات والأبحاث في العلوم الاجتماعية، بدعم من الوزارة المنتدبة لدى رئيس الحكومة المكلفة بالعلاقات مع البرلمان والمجتمع المدني،
في إطار التشاور العمومي حول التشغيل الجمعوي، دورة شتاء 2018 لجامعة التنمية الاجتماعية، وذلك يومي 7 و8 بمدينة مراكش.
واختارت الجامعة لهاته الدورة "مهن الحياة الجمعوية" موضوعا لتدارسه، وذلك انطلاقا من الفئتين المتعلقتين بالعالم الجمعوي بالمملكة.
وحسب بلاغ صحفي، فتتعلق الفئة الأولى بالجمعيات كمؤسسات ذات احتياجات خاصة للموارد البشرية. فالجمعيات بنيات تحتاج إلى تسيير، وتقوية القدرات من حيث الحكامة، على مستوى الممارسات المؤسساتية والإدارية والمالية؛ تكوين الموارد البشرية وتقوية مهاراتهم؛ بغية تعزيز قدراتهم للمساهمة في بلورة، تتبع وتقييم السياسات العمومية، القدرة على تصميم وتنفيذ المشاريع، وخلق دينامية للشراكات، الخ …؛ فيما تتعلق الفئة بالمهن ذات الصلة بالمرفق العمومي، وتهم مختلف الخدمات الاجتماعية مثل تلك الموجهة للأطفال في وضعية صعبة، والجوانب المختلفة المرتبطة بالشباب، والأشكال المتعددة للهشاشة والاقصاء، والمساهمة المتعددة الأشكال في التنمية الاجتماعية، الترابية والبشرية….
واضاف البلاغ، ان إمكانيات خلق فرص الشغل من طرف الجمعيات (حوالي 150.000 جمعية في المغرب)، نادرا ما شكلت محور اهتمامات السياسات العمومية، رغم ما تحتويه من الإمكانات التي تم التقاطها واستيعابها والتفكير فيها منذ مدة طويلة، ولكن دون تجسيدها. لا شك أن القطاع لا يزال متشبعا إلى حد كبير بثقافة التطوع والعمل الطوعي، لكن بالمقابل، العديد من تجارب خلق فرص العمل بالجمعيات تشكل إلى حد ما تقدما لا يستهان.
وتتم اباحاطة بهذا الموضوع، انطلاقا من تنظيم عدة جلسات، بالاضافة الى تنظيم ورشتي عمل، حيث تركز ورشة العمل الأولى على التشغيل والقابلية للتشغيل الجمعوي، والأبعاد المرتبطة بالحماية القانونية، الضرائب، إدارة النزاعات، والحماية الاجتماعية… ؛ في حين ستتناول ورشة العمل الثانية قضايا التكوين من حيث الكفايات، المهارات والقدرات الخاصة بالمجتمع المدني، والتحقق من التعلم ومدى بلوغ الأهداف المتوخاة، والخدمة المواطنة.
وستتمحور الجلسات التيىسيتم تنظيمها في هذا السياق، حول موقع المجتمع المدني من الإشكالية، مع تناول تجارب الجمعيات في المغرب: الجمعيات المغربية ومسألة التشغيل والقابلية للتشغيل، وكذا التجارب الوطنية المقارنة: فرنسا، بلجيكا، إيطاليا، مصر، الاتحاد الأوروبي، إلى جانب محاور اخرى تتعلق بالتطوع، الإرادية والتشغيل الجمعوي، عناصر لسياسة التشغيل الجمعوي (الوضع القانوني، الضرائب، الحماية الاجتماعية، الوساطة، التكوين، وما إلى ذلك)، وآفاق التطور.
