شلل يصيب المقاطعات بمراكش…وإستياء عارم وسط المواطنين

علم موقع "مراكش7" أن جل المقاطعات بمراكش قد أصابها شلل تام يومه الخميس، حيث يخوض الموظفون إضراب وطني دعت له المنظمة الديمقراطية للجماعات المحلية احتجاجا على الهجوم المستمر على مكتسبات موظفي الجماعات الترابية، وتجاهل مطالبهم حسب ما جاء في بلاغ صادر قبل أيام.
وقد تفاجأ المواطنون صباح يومه الخميس من غياب موظفي المقاطعات، وهو ما أثار إستيائهم خاصة الفئة التي كانت في حاجة ماسة لبعض الوثائق لقضاء أغراضها.
ويأتي هذا الإضراب وفق ذات البلاغ إحتجاجا على غياب الحوار القطاعي بالجماعات المحلية، واستخفاف وزارة الداخلية بالتمثيلية النقابية لموظفي الجماعات الترابية، حيث قامت بتعليق إجتماع كان مرتقب مع النقابات، بعد أن عقدت المصالح التقنية للمديرية العامة للجماعات المحلية، جلسة تمهيدية وتحضيرية مع النقابات خلال شهر مارس 2018 بعد أن أغلق باب الحوار منذ سنة 2009.
بالإضافة إلى التعبير عن استيائها من القرار الانفرادي لوزارة الداخلية، في إخراج مرسوم التعين في مناصب المسؤولية بالجماعات الترابية، وما يحمله وفق المصدر نفسه، من عيوب كثيرة بالإضافة إلى قرارات أخرى لا تراعي خصوصية القطاع وتبخس من مجهودات العاملين به حسب ذات البلاغ.
وكانت المنظمة قد دعت موظفي وموظفات الجماعات المحلية في جميع مصالح وأقسام الجماعات المحلية، إلى المشاركة الواسعة في الإضراب، وذلك مواجهة لما أسمته، التجاوز المفرط في استعمال السلطة والتمييز السلبي ضد موظفي الجماعات الترابية وإقصائهم من خدماتها وإغلاق باب الانخراط أمامهم، وكذا من أجل لفت الانتباه والنهوض بالوضعية المادية والإدارية المتردية، والتي حاول المسؤولين في العديد من المرات إلى ترويج مغالطات يفندها بشكل جلي الواقع المعيشي لموظفين وموظفات في طي النسيان.
وطالب المحتجون بضرورة الاستجابة الفورية لمطالبهم والمتمثلة في التسوية العاجلة لوضعية الموظفين حاملي الشهادات (التقنيون، المجازون، الماستر، المهندسون، الدكتوراه…) والمرتبون في سلالم الأجور لا تتناسب والشهادة المحصل عليها، ومراجعة النظام الأساسي لموظفي الجماعات الترابية بما يضمن المساواة والمماثلة مع باقي الأنظمة الأساسية لبعض القطاعات، وإقرار تعويض على المردودية واسترجاع التعويض الخاص، وحذف السلم السابع كحق مكتسب لفئة المساعدين التقنيين والمساعدين الإداريين بقطاع الجماعات الترابية…، وإخراج مؤسسة الأعمال الاجتماعية لموظفي وموظفات الجماعات الترابية، ومراجعة مرسوم التعيين في مناصب المسؤولية ومنظام بقطاع الجماعات الترابية وإقرار التعويض عن المسؤولية بما يراعي خصوصية القطاع.
