القائد مومين التحق إلى منصبه الجديد قادما اليه من قيادة امغراس، حيث تم تعيينه رسميا من قبل وزارة الداخلية بعد أن قضى فترة مؤقتة بالمنطقة التي ظلت بدون مسؤول محلي للسلطة المحلية أزيد من 90 يوما.
وكان القائد الذي تم تعيينه على راس القيادة المحلية قادما إليها من عين الشق بالدارالبيضاء اثر حركة التنقيلات الأخيرة لرجال السلطة التي قامت بها وزارة الداخلية، قدم استقالته من هدا المنصب في ظروف غامضة، الأمر الذي استدعى شغل هدا المنصب المجالي للسلطة المحلية.
