بتعليمات سامية لجلالة الملك القائد الاعلى ،رئيس أركان الحرب العامة للقوات المسلحة الملكية ،ترأس الكونتر أميرال، مفتش البحرية الملكية اليوم الجمعة بمدينة رين، حفل تسليم سفينة المسح البحري، متعددة المهام ، التي تفضل جلالته واطلق عليها اسم ” الدار البيضا” ( BHO2M ).
وأكد الكونتر- أميرال مفتش البحرية الملكية بهذه المناسبة ان بناء هذه القطعة البحرية “الدار البيضا” يشكل مرحلة هامة ضمن مسار طويل، لتطوير، وتعزيز قدرات ،البحرية الملكية في مجال المسح البحري ، وعلم المحيطات، و الخرائط، من اجل تحقيق المملكة الاكتفاء الذاتي العلمي ،والعملياتي الذي تستحقه، ضمن تخصص اضحى اساسيا في المشهد الدولي،بما في ذلك الحفاظ على السيادة الوطنية.
وذكر بأن المغرب، انخرط منذ 2008 وبدعم من صاحب الجلالة الملك محمد السادس ، في مسار تطوير سياسة مندمجة في ميدان المسح البحري،وعلم المحيطات ، والخرائط ،حيث تضطلع البحرية الملكية، بدور مركزي ضمن اطار لجنة وطنية بين الوزارات ،عهد اليها بالنهوض بهذه التخصصات.
وأوضح ان البحرية الملكية تعتبر أيضا ممثلا قانونيا وطنيا في هذه المجالات ،لدى الهيئات الدولية.
وقال ان البحرية الملكية ،اليوم، معتزة بزخم التحديث الذي تشهده، عبر تطوير قدراتها ، مضيفا ان وصول القطعة البحرية “الدار البيضا” يشكل مؤهلا هاما ، من اجل اعداد البحرية الملكية ، للنهوض بنجاعة وفعالية بالبحث العلمي في مجالات المسح البحري ، وعلم المحيطات، والخرائط ، ليس على المستوى الوطني فحسب، بل على الصعيد الاقليمي ايضا.
وتبعا للتوجيهات الملكية السامية في اطار التعاون جنوب –جنوب، فان هذه السفينة ، ستساهم في النهوض بهذه المجالات خاصة في غرب افريقيا.
في هذا السياق – يتابع الكونتر أميرال مفتش البحرية الملكية ، تبين ان الانشطة في هذه المجالات بالقارة الافريقية لازالت في مرحلة جنينية ، وهو ما يؤثر بشكل كبير على الانقاذ البحري خاصة بسبب عدم الكفاية ، بل غياب المعلومات البحرية، وعدم دقة الحدود البحرية، فضلا عن اوجه قصور أخرى تشكل كابحا لتطور القطاع البحري.
وأكد ان اقتناء هذه الوحدة البحرية، بالاضافة الى نتائجها على المستوى الوطني ، سيساهم بالتأكيد، في ادراك ووعي بلدان المنطقة، بأهمية هذا التخصص.
جرى الحفل بحضور على الخصوص، القنصل العام للمغرب بمدينة رين ، نجوى البراق، ورئيس أوراش بيريو و، والاميرال ممثل البحرية الوطنية الفرنسية وعدة شخصيات.
