وزير الصحة يلزم المؤسسات الاستشفائية بوضع لافتة لا للرشوة والرقم الأخضر للتبليغ عن المرتشين
دعا وزير الصحة أنس الدكالي، جميع المسؤولين والمهنيين بالإدارات والمؤسسات الصحية لبذل مجهود أكبر من أجل تقوية آليات تعزيز النزاهة والشفافية في تقديم الخدمات الصحية وفي التعامل مع المرتفقين، وذلك عبر القيام بحملات تحسيسية لفائدة العاملين بالقطاع الصحي، على صعيد الوحدات التي تسهر على تقديم الخدمات الصحية بكل المصالح الاستشفائية، وعلى رأسها مصالح المستعجلات، وكذا الاستشارات الطبية والتكفل بالولادات وطب النساء، وذلك من أجل تخليق المرفق الصحي والتصدي لكل حالات الفساد والرشوة.
هذا، وأكد وزير الصحة في بلاغ صحفي، على ضرورة تعزيز مصالح الاستقبال بالإدارات والمؤسسات الاستشفائية بكل الوسائل التي تسهل على المواطن الولوج إلى المرافق والحصول على الخدمات الصحية في إطار من الوضوح وتبسيط المساطر، وذلك عبر نشر كل المعلومات الضرورية المتعلقة بالخدمات المتوفرة بالمؤسسة الصحية، لائحة المهنيين في وضعية المداومة، جدول الاستشارات الطبية وتعزيز التشوير بمختلف المرافق.
وطالب الدكالي بالتصدي بحزم لكل حالات الابتزاز وللوضعيات المشجعة على ذلك، وتعميم نشر إعلانات "لا للرشوة" مصحوبة بالرقم الأخضر للإبلاغ عن مظاهر الفساد والرشوة 53-53-100-080، وكذا نشر مساطر الاستفادة من الخدمات الصحية وإعلانات واضحة بخصوص الخدمات المقدمة بالمجان مثل خدمات التوليد وطب النساء، مع وضع الآليات الكفيلة لتسهيل التبليغ من المواطنين على حالات الابتزاز والرشوة، والانصات والاستجابة لشكاياتهم والقيام بما يلزم من التدابير التصحيحية والعقابية اللازمة.
وتأتي هاته الإجراءات حسب نفس البلاغ، في إطار ما يكتسيه ورش التخليق ومحاربة كل أنواع الفساد والرشوة من أهمية، وكذا حفاظا على سمعة المرفق العمومي، ولتفادي المس بالمجهودات وتضحيات العاملين بالقطاع الصحي، وكذا في إطار تكريس مبادئ الحكامة الجيدة والشفافية والمساواة في الولوج للخدمات العمومية لكافة المواطنات والمواطنين، كما نص عليها دستور المملكة المغربية ولا سيما الفصلين 154 و155 منه،
واستنادا إلى البرنامج الحكومي، الذي أعطى للنزاهة مكانة مميزة في تعزيز الحكامة الجيدة وتطوير مرفق عمومي ناجع، يجعل المواطن في صلب اهتماماته، وتقديم خدمات ذات جودة عالية، في إطار من الشفافية والمساواة في الولوج إلى الخدمات العمومية، وسطر ضمن أولوياته نشر ثقافة مكافحة الفساد وتعزيز النزاهة، والذي توج بتبني الاستراتيجية الوطنية لمكافحة الفساد وفق مخطط عملي، هذا إلى جانب ما نص عليه برنامج الصحة 2025، الذي يجعل غايته الأسمى تحسين خدمة المواطن، عبر تسطير آليات وبرامج منسجمة ترتكز على ثلاث دعامات أساسية، التي تشكل الحكامة إحدى مرتكزاتها.
