واعتبر المجلس أن المقتضيات التي جاء بها النظام الاساسي ليست سوى محاولة لإثقال رجال ونساء التعليم وعموم موظفي الوزارة بمهام جديدة، في ظل غياب التحفيز المادي والمعنوي المطلوب، مشيرا أن الحلول المقترحة من طرف الوزارة لحل الملفات العالقة التي عمرت طويلا، لسيت سوى محاولة أخرى للالتفاف على مطالب الشغيلة والاستمرار في منهج الاقصاء والحيف، ولا تحقق الانصاف بل تعمق المعاناة وتنتج ضحايا جدد.
ونبهت الجامعة الوطنية لموظفي التعليم، الى أن مسودة النظام الاساسي المسربة ما هي الا مسمار آخر يدق في نعش التعليم العمومي، في ظل غياب الانصاف اللازم واستمرار حالة الاحتقان، مؤكدة الفشل الذريع لجولات الحوار القطاعي التي لم تحقق شيئا سوى هدر الزمن الاجتماعي للشغيلة التعليمية عبر التماطل والتسويف وتوزيع الوعود الزائفة ربحا للوقت، على حساب المصالح العليا لعموم موظفي وزارة التربية الوطنية.
وأبدت الهيئة النقابية استياءها لعدم إعادة النظر في مرسوم التعويضات، محذرة من منطق صفر درهم الذي تنهجه الوزارة في تعاطيها مع الملفات العالقة، ومؤكدة أهمية الارتقاء وتجويد الحلول المقترحة سواء ما تعلق منها بضبط المهام والتعويض عنها والرفع من قيمتها”.
وشدد المجلس الوطني للنقابة على تبني الجامعة الوطنية لموظفي التعليم لجميع الاشكال الاحتجاجية، ووقوفها مع جميع المتضررين الحاليين منهم والمستقبليين.
