المنصوري تؤكد على أهمية تقليص الفوارق المجالية والاجتماعية للنهوض بسياسة المدينة

أكدت وزيرة إعداد التراب الوطني والتعمير والإسكان وسياسة المدينة فاطمة الزهراء المنصوري أمس الثلاثاء بمجلس النواب خلال تقديمها لميزانية الوزارة برسم سنة 2023، على أهمية تقليص الفوارق المجالية والاجتماعية للمجالات الحضرية والقروية للنهوض بسياسة المدينة.
وأبرزت السيدة المنصوري في هذا الإطار، أن برنامج عمل سنة 2023 يهم تسريع تنفيذ عقود البرامج الموقعة مع الجهات والانخراط في وضع وتوقيع عقود برامج جديدة لمواكبة الدينامية الجهوية، وتأهيل المدن والمراكز الصاعدة والانخراط في الجيل الجديد لتأهيل ورد الاعتبار للمدن العتيقة، إلى جانب وضع قاعدة للمعطيات تتعلق بالمجالات ذات الأولوية للتدخل عبر جميع جهات المغرب.
وأفادت أنه سيتم إنجاز 24 دراسة نموذجية تهم التدخل في 24 منطقة لإعادة الهيكلة كشطر أول من برنامج التدخل في الأحياء غير المهيكلة وكذا إنجاز أربع مشاريع نموذجية تهم إدراج مقاربة النوع في مشاريع سياسة المدينة، بالإضافة إلى دراسة تتعلق بدراسة ألثر الاجتماعي والثقافي والاقتصادي والهندسي والعمراني والبيئي لمشاريع سياسة المدينة.
وبخصوص معالجة السكن غير اللائق، يهم برنامج عمل السنة المقبلة التدخل بالتجمعات الصفيحية الكبرى حيث ترتكز أزيد من 70 في المائة من الأسر المتبقية وفق مقاربة جديدة، إلى جانب متابعة إنجاز برامج السكن الصفيحي المتعاقد بشأنها.
إلى جانب ذلك، شددت الوزيرة على ضرورة التدخل يالنسبة للدور الآيلة للسقوط من خلال متابعة إنجاز البرامج التي تهم التدخل في البنايات المهددة بالانهيار المتعاقد بشأنها من جهة، والتعاقد بشأن البنايات التي ستشملها الخبرة التي ستنجزها الوكالة الوطنية لتأهيل المباني الآيلة للسقوط والتجديد الحضري، من جهة أخرى.
وتطرقت السيدة المنصوري أيضا إلى الإنعاش العقاري، إذ ستنكب الوزارة الوصية على تيسير الولوج إلى السكن من خلال استكمال التدابير الخاصة بالرؤية الجديدة لدعم القدرة الشرائية للأسر، وتحيين نظم تتبع القطاع على صعيد الجهات لسنوات 2020 و2021 و 2022 فيما يخص نظام تتبع السومة الكرائية وتتبع أسعار مواد البناء وتكلفة البناء، مضيفة أنه ستتم مواصلة تأطير مواكبة التعاونيات والجمعيات والوداديات السكنية.
وبخصوص المخططات الجهوية للإسكان، سيتم، وفقا للمسؤولة الحكومية، إطلاق 4 مخططات برسم سنة 2023 بكل من جهة طنجة تطوان الحسيمة، جهة فاس مكناس، جهة درعة تافيلالت، وجهة العيون الساقية الحمراء، كما سيم تتبع عملية التسوية القانونية للمشاريع السكنية المحوّلة لمجموعة العمران، من خلال إحداث حوالي 1560 رسما عقاريا فرديا خاصا بالمستفيدين من هذه العمليات.
على صعيد آخر، لفتت السيدة المنصوري إلى أن الوزارة ستواصل تأهيل ومواكبة المعاهد ومدارس التكوين التابعة لها، وأبرزها المعهد الوطني للتهيئة والتعمير والمدرسة الوطنية للهندسة، إلى جانب معاهد تكوين المتخصصين في الهنسة المعمارية والتعمير، كما تشتغل على تطوير الإطار القانوني وحكامة إعداد التراب الوطني والتعمير والإسكان وسياسة المدينة وتعزيز التعاون والانفتاح وتثمين الكفاءات.

dollaｒ on Wednesday, as investors awaited more stimulus fｒom the wоrld’s second-largest
economy аnd the Federal Reserve’sSeptember meeting mіnutes dսe later іn the dɑy tο gauge itss policy path.
The ɗollar held steady, ցiving ѕome relief to the yuan after а sharp
rally tо a seven-ԝeek hiɡһ last week.
Spot yuan ⲟpened att 7.0650 per dollar and waѕ lɑst treading 12 pipps lower than thｅ ρrevious
late session close aat 7.066. Prior to the market oρening, tthe
People’ѕ Bank of China (PBOC) set the midpoint
rate, aｒound wһiϲh thе yuan is allowed tо tгade in a 2% band, ɑt 7.0568 per ԁollar, оnly 3 pips
weaker than a Reuters’ estimate.
