مراكش.. انطلاقة الحوار الجهوي حول التعمير والإسكان
انطلقت اليوم الأربعاء بمراكش، أشغال الحوار الجهوي حول التعمير والإسكان، التي ستشكل مناسبة لجل الفاعلين والمتدخلين لمدارسة موضوعي التعمير والإسكان، ومن تم إثارة الإشكاليات ووضع الاقتراحات والتوصيات الكفيلة بتجاوز الوضع الراهن، والخروج بمقترحات وتوصيات عملية لإعداد سياسة عمومية جديدة تهم قطاع التعمير والإسكان.
كما سيشكل هذا الحوار مدخلا للقطع مع اختلالات ونواقص الماضي، والتحلي بالشجاعة والجُرأة لإحداث نَقْلَة نوعية في السياسية العمومية في ميدان التعمير والإسكان.
وينتظم اللقاء التشاوري في أربع ورشات موضوعاتية، الأولى حول التخطيط والحكامة، والتي سيناقش من خلالها الحاضرون آليات بناء رؤية مندمجة ومتقاسمة من قبل مختلف الفاعلين بالقطاع حول « تخطيط ترابي متجدد وحكامة ملائمة »، مع الأخذ بعين الاعتبار مختلف المستويات والخصوصيات والاصلاحات الترابية والعمل في الآن ذاته على تشجيع الابتكار وكذا أفقية السياسات وانسجام التدخلات العمومية، للخروج بمقترحات بناءة تسلط الضوء على المقاربة المتجددة التي ينبغي إعمالها لتصور وتخطيط مجالاتنا الترابية
أما الورشة الثانية فتتعلق بالعرض السكني، والتي ستشكل مناسبة للفاعلين الجهويين والمحليين للانكباب على موضوعات ذات راهنية، تمكن من ضبط الاشكاليات الكبرى في قطاع الاسكان والمتمثلة في الولوج إلى السكن بالنسبة للفئات الأكثر هشاشة، وبرامج السكن المدعومة، والسكن الاجتماعي، والسكن المخصص للطبقة المتوسطة، وكذا قطاع الايجار، واقتراح حلول استراتيجية من أجل إثراء الرؤية المتعلقة بالسكن، وذلك بفضل من خلال تعبئة جميع المعنيين، ولاسيما الفاعلين والمهنيين في السكن والانعاش العقاري وكذا الجماعات الترابية.
أما الورشة الثالثة فترتبط بالعالم القروي والحد من الفوارق المجالية، سيسعى خلالها المشاركون الى بلورة أسس رؤية موحدة ومتقاسمة حول مستقبل مجالاتنا القروية في مختلف مكوناتها الاجتماعية والاقتصادية والبيئية بالشكل الذي يسمح بظهور ديناميات مجالية جديدة، لإرساء « نهضة قروية » تضمن تحديث وعصرنة القواعد والمقومات الاقتصادية والعدالة الترابية في توزيع الاستثمارات العمومية، مع الحرص على تطوير أشكال التآزر لخلق قطاعات مدرة للثروات والتشغيل بهدف بعث دينامية جديدة وتطوير اقتصاد المجالات القروية.
وتتعلق الورشة الرابعة بتحسين المشهد الحضري والإطار المبني، التي ستمكن من تأطير النقاش بين الفاعلين وأصحاب القرار والشركاء المعنيين حول الرؤية الجديدة المقترحة من طرف وزارة إعداد التراب الوطني والتعمير والإسكان وسياسة المدينة، وهي فرصة لإثراء التفكير حول الإصلاحات إزاء الإشكاليات الأساسية المتعلقة بالإطار المبني كما تم بسطه أعاله، مع جعل المواطن في قلب الاهتمامات من خلال ضمان الجودة اللازمة لإطار عيشه.
