بعد تعيين الشركة المغربية للهندسة السياحية من طرف الحكومة كهيئة مكلفة بمهام الجدولة والتوجيه والتنسيق لبرنامج فرصة تساءل مجموعة من المتتبعين عن المعايير التى اعتمدتها الحكومة المغربية في منحها امتياز قيادة البرنامج.
يشار في هذا السياق إلى أن الشركة قامت بتنزيل برامج بالتنمية السياحة القروية أو برنامج تنمية السياحة الثقافية ومشاريع تطوير تهم الصناعة التقليدية والاقتصاد الاجتماعي والتضامني والفلاحة، وتثمين الثقافة المحلية والتنمية المستدامة، وتشجيع الاستثمار، ودعم المبادرات الفردية لريادة الأعمال وخلق المقاولات الصغرى والمتوسطة”. هذه المشاريع حسبب متتبعين تعرف قصور كبير في عملية التنزيل وعشوائية معبرين عن تخوفهم من مآل ومستقبل برنامج فرصة الذي يأتي في إطار توجيهات الملك محمد السادس لتعزيز الاستثمار وريادة الأعمال، لا سيما في صفوف الشباب والنساء.
وفي سياق متصل سجل مهتمون أن مجال اختصاص الشركة عاجز عن مواكبة المطلوب منها في هذا البرنامج، سواء على مستوى المركز أو الجهات، حيث سبق للمجلس الأعلى للحسابات أن كشف عن اختلالات كبيرة تعرفها الشركة.
هذا فقد سبق لتقرير المجلس الصادر عام 2017، أن سجل قصورا في طريقة اشتغال الشركة مسطر ذلك بالبند العريض « عدم اضطلا ع الشركة المغربية للهندسة السياحية بالدور المنوط بها » مؤكدا أن استمرار الشركة المغربية للهندسة السياحية، بفضل إعانات الميزانية العامة للدولة وعائدات بيع الأراضي الموروثة من الشركة الوطنية لتهيئة خليج أكادير والشركة الوطنية لتهيئة خليج طنجة، في حين أن الدور المنوط بهذه الشركة يتمثل في تطوير الهندسة السياحية وإعداد منتوجات خدماتية هندسية قابلة للتسويق في المجال السياحي.
داعيا إياها إلى « الوفاء الكامل بالالتزامات في مسلسل تنزيل وتفعيل السياسات العمومية في مجال السياحة »، و »ضمان المزيد من الشفافية في مجال تدبير الموارد البشرية فيما يخص مسطرة التوظيف« .
واوضح المجلس أنه وبعد حولي ثمانية سنوات على إنشاء الشركة، لم تتمكن من تطوير نشاط ترويجي حقيقي يمكنها من المساهمة الفعالة في الأنشطة الترويجية للاستثمار القطاع السياحي.
