الصندوق المغربي للتقاعد يستنجد بالحكومة لإستعادة التوازن المالي وبوادر الإفلاس تلوح في الأفق

كشف الصندوق المغربي للتقاعد عن عمق الأزمة التى يعيشها، مقدما دعوته للسلطات العمومية إلى اتخاذ الإجراءات اللازمة لتجاوز الوضعية المالية لنظام المعاشات المدنية والامتثال للمقتضيات القانونية المتعلقة بالتوازن المالي لنظام المعاشات المدنية..

جاء ذلك في بلاغ صحافي صادر عن الصندوق أمس الجمعة 14 يناير عقب انعقاد مجلسه الإداري برئاسة نادية فتاح العلوي، بصفتها وزيرة الاقتصاد والمالية، حيث يٌدبّر الصندوق المغربي للتقاعد حقوق أزيد من مليوني منخرط ومتقاعد، ويعتبر فاعلاً في منظومة التقاعد الوطنية ومستثمراً مؤسساتياً.

كما سجل المجلس الإداري للصندوق أهمية الانتقال إلى مراقبة المواكبة، وجدوى إبرام عقد برنامج جديد مع الدولة للفترة الممتدة من 2022 إلى سنة 2024..

في السياق ذاته شددت الوزيرة العلوي أثناء ترؤسها المجلس الإداري للصندوق على أهمية مباشرة المرحلة الثانية من إصلاح منظومة التقاعد عبر إرساء القطب العمومي.

وفي سياق متصل أكدت هيئة مراقبة التأمينات والاحتياط الاجتماعي، في التقرير السنوي لـ 2020، أن الاحتياطات الخاصة بالصندوق الوطني للضمان الاجتماعي ستنفذ سنة 2040، مقابل نفاذ احتياطات نظام المعاشات المدنية سنة 2028، في حين ستنفذ احتياطيات النظام الجماعي لمنح رواتب نظام التقاعد العام سنة 2044.

كما أن الإسقاطات التي أنجزتها الهيئة على مدى 60 سنة، يقول التقرير، تبين أن العامل الديموغرافي للصندوق الوطني للضمان الاجتماعي سيشهد تدهورا هاما على المدى الطويل، ليبلغ 1.2 مساهما نشيطا لكل متقاعد سنة 2080 مقابل 7,5 سنة 2020.
