الجماعات الترابية تحقق فائضا بأزيد من 3 مليارات درهم في النصف الأول من سنة 2020

أفادت الخزينة العامة للمملكة بأن الوضعية المؤقتة لتحملات وموارد الجماعات الترابية أظهرت فائضا في الميزانية بقيمة 3.7 مليار درهم في النصف الأول من سنة 2020، مقابل 6.3 مليار درهم خلال الفترة ذاتها من السنة الماضية.
وأوضحت الخزينة، في نشرتها الشهرية الخاصة بإحصائيات المالية المحلية لشهر يونيو 2020، أن هذا الفائض يأخذ بعين الاعتبار نفقات استثمار بقيمة تزيد عن 4.6 مليار درهم ورصيدا إيجابيا بقيمة 582 مليون درهم فضلا عن 6 ملايين درهم التي أفرزتها الحسابات الخاصة والميزانيات الملحقة.
وأوردت النشرة أن المداخيل العادية للجماعات الترابية بلغت 18.9 مليار درهم، بانخفاض نسبته 10.7 في المائة مقارنة مع متم شهر يونيو 2019. ويعزى ذلك لتراجع المداخيل المحولة بنسبة 5.1 في المائة، والمداخيل التي تديرها الدولة بنسبة 19.4 في المائة، وكذا المداخيل التي تديرها الجماعات الترابية بنسبة 21.1 في المائة.
وفي ما يخص النفقات العادية للجماعات الترابية فقد ارتفعت بنسبة 1ر3 في المائة، أي ب 11.1 مليار درهم جراء ارتفاع نفقات الموظفين بنسبة 5.2 في المائة، وفوائد الدين بنسبة 18.4 في المائة ونفقات المعدات والخدمات بنسبة 1.9 في المائة.
وهكذا بلغت النفقات العامة للجماعات الترابية (النفقات العادية ونفقات الاستثمار وسداد جزء مهم من الدين) 16.9 مليار درهم، بارتفاع قدره 4.5 في المائة مقارنة مع ما تحقق في متم شهر يونيو 2019، وتتشكل هذه النفقات من 65.9 في المائة من النفقات العادية.
من جانب آخر، لاحظت الخزينة العامة للمملكة أن فائض ميزانيات الجماعات الترابية المسجل مع متم شهر يونيو 2020 إلى جانب مداخيل الاقتراض التي بلغت 1,320 مليون درهم، مكن من سداد جزء مهم من الدين بمبلغ 1,135 مليون درهم وإعادة تشكيل الأرصدة المتوفرة بـ 3.9 مليار درهم.
