وكالات كراء السيارات بمراكش تعيش انكماشا غير مسبوق


يرتبط قطاع كراء السيارات بشكل مباشر مع السياحة، ومع توقف هذه الأخيرة، توقفت وكالات تأجير السيارات كليا بمدينة مراكش، مع انعدام تام للمداخيل، مما أدخل المقاولات في أزمة خانقة عصفت بمعظمها إلى حافة الإفلاس.

وقد تأثر أرباب وكالات كراء السيارات بشكل كبير جراء أزمة فيروس كورونا، فبعدما توقف نشاطهم بشكل كلي زادت البنوك وشركات التأمين من تأزيم وضعهم، من خلال مطالبتهم بتسديد الأقساط الشهرية الخاصة بالقروض التمويلية وأداء مصاريف التأمين عن الأشهر الماضية.

وتوصل مجموعة من المهنيين بإشعار الاقتطاع على الرغم من إيداعهم لطلبات تأجيل الأقساط الشهرية، وفق ما أعلنت عنه لجنة اليقظة الاقتصادية، وهو ما زاد من معاناتهم خلال هذه الظرفية الاستثنائية.

وفي هذا الصدد، استنكرت جمعية حصن مراكش لأرباب وكالات كراء السيارات، المواقف والإجراءات التعسفية المتخذة من طرف بعض شركات التمويل، جراء عمدها على اقتطاع مبالغ القروض وعدم التجاوب مع طلبات المهنيين بتأجيل التسديد، كما جاء في التعليمات الملكية السامية، بسبب تداعيات فيروس كورونا.

وأكد بلاغ للجمعية أن هذه الشركات لم تأخذ الأمور بالجدية اللازمة و المصداقية المطلوبة، ما يبرهن عن عدم انخراطها في تفعيل الأوامر الملكية بتسهيل المساطر الإدارية، الشيء الذي سيؤدي الى إفلاس هذه الشركات و تشريد عدد من الأسر.

وأوضح البلاغ، أنه رغم وضع وإرسال أرباب وكالات كراء السيارات بدون سائق طلباتهم لمؤسسات القروض من أجل تعليق تسديد الاقتطاعات البنكية إلا أنهم تفاجؤوا بإجراءات تعسفية معتمدة.

من جهة أخرى، أوضح عبد الحليم دوما، رئيس جمعية حصن مراكش، في تصريح لجريدة  "مراكش الإخبارية" أن القطاع يضم 950 وكالة على مستوى المدينة الحمراء، ويشغل 3000 فرد بشكل مباشر وغير مباشر، وفي الوقت الراهن فإن 90 في المائة من الأسطول متوقفة عن العمل بشكل كلي.

وأضاف دوما أن أكبر عائق واجهه المهنيون خلال هذه المرحلة الحرجة هو عدم تجاوب الجهات الوصية مع مطالبهم ودعواتهم لإنقاذ القطاع، اذ تم مراسلة رئاسة الحكومة ووزارة النقل، وهي الجهة الوصية عن وكالات كراء السيارات، دون ان يتم التفاعل بشكل ايجابي مع هذه المراسلات.

وأكد دوما أن الجمعية تقدمت بعدة مطالب للجهات المعنية، من ضمنها طلب تخفيض نسبة الضريبة على القيمة المضافة من %20 إلى %10، على اعتبار أن القطاع خدماتي ومساهم بشكل كبير في تنشيط الحركة السياحية والاقتصادية ومستقطب للاستثمار من طرف الشباب حاملي الشهادات، مشيرا أن هذا التخفيض سيعطي دفعة قوية في حفظ التوازن المالي لوكالات كراء السيارات اعمالا للرؤية الملكية في تشجيع المقاولة الصغيرة والمتوسطة وخلق فرص شغل دائمة ومستقرة.

إلى جانب ذلك، طالبت جمعية حصن بالإعفاء من أداء الضريبة السنوية على السيارات LA VIGNETTE كما هو معمول به في قطاع النقل السياحي، تحفيزا للوكالات واستشعارا لدورها في انعاش القطاع السياحي والاقتصاد الوطني، وكذا الإعفاء من الضريبة على الشركات (IS) بالنسبة للشركات التي لا يتعدى رقم معاملاتها 000 500 درهم سنوياً تماشيا مع الخطاب الملكي من أجل دعم الشركات الصغرى والمتوسطة.

ومن بين المطالب الأخرى للجمعية، خفض الفوائد عن القروض التي تقدم لأصحاب وكالات كراء السيارات والتي تفوق %13 دون احتساب الرسوم عند اقتناء السيارات، هذه الفوائد تعتبر حاجزا وعائقا كبيرا أمام تطوير هذا القطاع، مع الابقاء على نسب معقولة لا تتجاوز %3 دون احتساب الرسوم. كما تمت المطالبة بتقرير الفحص التقني لسيارات الكراء مرة واحدة فقط في السنة حتى بالنسبة للثلاث سنوات الأخيرة من مدة الاستغلال تخفيفا للعبء المالي على وكالات كراء السيارات، والتعجيل بإيجاد حلول ناجعة لمشكل التأمين الذي يشكل عائقا كبيرا لجميع المهنيين.

من جهة أخرى، واستعدادا لمرحلة ما بعد الجائحة، قال عبد الحليم دوما، إن الجمعية نظمت مؤخرا لقاء مع مديرة مطار مراكش المنارة الدولي، خلص إل اتفاق بين الطرفين من أجل تخصيص موقف للمهنيين من أجل تعقيم سياراتهم قبل تسليمها للزبناء وبعد استرجاعها، كما تم عقد اتفاقية شراكة مع شركة معتمدة في مجال التعقيم.

وأضاف دوما أن الجمعية تشتغل منذ مدة على نظام معلوماتي لتسهيل عملية حجر السيارات الكترونيا، كما انها وضعت برنامجا لسلسلة من اللقاءات التوعوية لصالح أرباب الوكالات بمراكش.
