صادق مجلس النواب، بالأغلبية، على الجزء الأول من مشروع قانون المالية برسم السنة المالية 2024، كما تم تعديله، وذلك في ختام جلسة عمومية امتدت إلى الساعات الأولى من صباح اليوم الأربعاء.
وحظي الجزء الأول من مشروع القانون بموافقة 175 نائبا، ومعارضة 59، فيما امتنع نائب برلماني واحد عن التصويت.
وهمّت التعديلات التي شكلت موضوع مناقشة خلال هذه الجلسة التي جرت بحضور وزيرة الاقتصاد والمالية، نادية فتاح، والوزير المنتدب المكلف بالميزانية، فوزري لقجع، بشكل أساسي الإصلاح التدريجي للضريبة على القيمة المضافة والضريبة الداخلية على الاستهلاك وتعريفة الرسوم الجمركية وأسعار الضريبة على القيمة المضافة لتحقيق الحيادية.
وكانت وزيرة الاقتصاد والمالية قد أكدت في معرض جوابها على ملاحظات وتساؤلات النواب البرلمانيين بشأن مضامين مشروع قانون المالية أن هذا الأخير يرتكز على تعزيز استدامة المالية العمومية كشرط أساسي لمواصلة تنزيل الإصلاحات الهيكلية وتكريس الدولة الاجتماعية.
وأوضحت فتاح أن الحكومة ستعكف على التقليص التدريجي لعجز الميزانية، « مما سيمكن من وضع المالية العمومية في منحى تنازلي لمستوى المديونية، وتعزيز التوازن المالي »مسجلة أنه »رغم ثقل الإكراهات الخارجية المتمثلة في وضعية اللايقين »، نجحت الحكومة في بلوغ ثلاثة أهداف أساسية تتعلق بتوفير الاعتمادات المالية الضرورية من أجل تنزيل ورش الحماية الاجتماعية، واعتماد الشفافية والوضوح فيما يتعلق بإصلاح صندوق المقاصة، بالإضافة إلى التحكم المتواصل في الإطار الماكرو اقتصادي.
وأشارت إلى أن الحكومة ستعمل على تعزيز الاستثمار العمومي من خلال مواصلة المشاريع الكبرى للبنيات التحتية ومختلف الاستراتيجيات القطاعية، منوهة إلى أن هذا المجهود الاستثماري للدولة الذي سيصل إلى 335 مليار درهم سنة 2024 سيسهم في تعزيز البنيات التحتية الضرورية للاقتصاد الوطني.
تجدر الإشارة إلى أن مجلس النواب سيعقد اليوم الأربعاء جلسة عمومية تخصص لتقديم تقارير اللجان الدائمة حول الميزانيات الفرعية ومناقشة الجزء الثاني من مشروع قانون المالية والتصويت عليه، على أن يتم بعد ذلك التصويت على مشروع قانون المالية برمته.
